How we read these four advisories

Every country has its own scale, so we ask them all the same question: is the whole country advised against?

An advisory covering only areas of the country does not raise the answer: it stays “No”, and the area is shown in the relevant column.

The level shown on this page — and across this site — is the one published by the U.S. State Department, from 1 (normal precautions) to 4 (do not travel). France and the United Kingdom publish their own advisories, with their own rules: they add to that level, they do not replace it.

The official advice, in full

Source: France Diplomatie (health advice, in French).

In brief
  • Consult your doctor or an international vaccination centre at least eight weeks before departure to assess your health and receive vaccination recommendations. France Diplomatie
  • Ensure you are up to date with French vaccination calendar, particularly against diphtheria, tetanus, poliomyelitis, pertussis and measles; your vaccination record may be requested upon arrival. France Diplomatie
  • Carry only necessary medications in original packaging with original labels, accompanied by a prescription listing medicines in international non-proprietary names; verify authorisation in your destination country. France Diplomatie
  • Tick-borne encephalitis is transmitted by infected tick bites, especially spring and summer, or through raw milk; vaccination is recommended for rural or wooded areas. France Diplomatie
  • Before travelling to Ukraine, check latest vaccine recommendations and confirm your destination can provide needed healthcare; contact the Ukrainian Ministry of Health hotline at +380 (0)800 60 20 19 for critical medicines like insulin. Foreign Office
  • In Ukraine, maintain a stock of essential medications as pharmacies may close without notice and supply chains are interrupted; private clinics offer better care than state facilities but do not always meet western standards. Foreign Office

  • Hépatite A : en fonction des conditions et de la durée de séjour ;
  • Fièvre typhoïde : en fonction des conditions et de la durée de séjour ;
  • Tuberculose : chez les enfants de moins de 15 ans en cas de séjours fréquents ou prolongés ;
  • Rage : notamment enfants en bas âge, séjour en milieu rural ou éloigné des villes principales ;

  • Se laver les mains régulièrement avec de l’eau et du savon ou des solutions de lavage hydroalcooliques, surtout avant et après les repas et le passage aux toilettes ;
  • Veiller à la qualité des aliments et surtout à leur bonne cuisson ;
  • Éviter la consommation de produits alimentaires (poisson, viande, volaille, lait) crus ou peu cuits ;
  • Peler les fruits et légumes ou les laver soigneusement (à l’eau saine) ;
  • Éviter les crudités, coquillages, plats réchauffés et buffets froids ;

Health — Foreign Office

Before you travel check that:

  • your destination can provide the healthcare you may need
  • you have appropriate travel insurance for local treatment or unexpected medical evacuation

This is particularly important if you have a health condition or are pregnant.

Emergency medical number

Call 103 and ask for an ambulance.

Contact your insurance or medical assistance company quickly if you’re referred to a medical facility for treatment.

Vaccine recommendations and health risks

At least 8 weeks before your trip:

  • check the latest vaccine recommendations for Ukraine
  • see where to get vaccines and whether you have to pay on the NHS travel vaccinations page
Medication

The legal status and regulation of some medicines prescribed or bought in the UK can be different in other countries.

Read best practice when travelling with medicines on TravelHealthPro .

Pharmacies

Due to the ongoing invasion, some supply chains are interrupted, and some medical products are hard to come by. Information on which pharmacies are operational is provided by local authorities and pharmacy networks.

The Ukrainian Ministry of Health operates a hotline at +380 (0)800 60 20 19 to coordinate access to insulin and other critical medicines for those who need it. The service Tabletki.ua (site in Ukrainian) is continuing to operate and tries to maintain hourly updates about availability of medicines nationwide.

Pharmacies may close without notice. Maintain a stock of essential medication. Pharmacies in smaller towns may not have the same variety of medications available in the bigger cities. Pharmacies are usually easily identifiable by the presence of a green cross or the word ‘apteka’ (аптека). Some stronger medications require a prescription from a doctor, written in Ukrainian.

Healthcare in Ukraine

FCDO has a list of healthcare providers in Ukraine . Due to the ongoing invasion, we cannot confirm that all these providers are operating.

State medical facilities in Ukraine are generally poor. Private clinics and hospitals offer a better standard of care, though these do not always meet western standards and practices. If you require emergency medical treatment, it is likely that you will be taken to a state hospital unless you can show that you have comprehensive medical insurance cover.

English is not widely spoken and you may face communication difficulties if you do not speak Ukrainian.

Travel and mental health

Read FCDO guidance on travel and mental health . There is also mental health guidance on TravelHealthPro .

Ukraine - Level 4: Do Not TravelState Department ↗updated 27.08.2026 · read 16.10.2026

Updated 27.08.2026

Do not travel to Ukraine for any reason due to the Russia-Ukraine war .

U.S. embassy operations

  • The Embassy is open and operating in Kyiv; however, Embassy personnel are subject to movement, curfew, and activity restrictions, which may cause delays in provision of consular assistance to U.S. citizens outside of Kyiv.
  • U.S. citizens seeking assistance, including routine services, should email KyivACS@state.gov .
  • Review what the U.S. government can and cannot do to assist you in a crisis overseas.

U.S. government employee travel restrictions

  • U.S. government employees need special authorization to travel outside of Kyiv due to safety risks.
  • Due to safety risks, the State Department does not authorize family members to join U.S. government employees in Ukraine.
  • U.S. citizens in Ukraine are advised to take the same precautions.

Armed conflict

The Russia-Ukraine war continues, and non-frontline regions are also subject to Russian indiscriminate missile and drone attacks.

  • The security situation can change quickly, and travelers should be prepared to depart immediately with little to no warning.
  • Travelers should react to air alerts and seek appropriate shelter.
  • Closed airspace restricts travel options, and non-frontline regions are subject to martial law restrictions, such as a nationwide curfew.
  • U.S. government employees are subject to movement, curfew, and activity restrictions that may be more limited than Ukrainian government restrictions under martial law.
  • All U.S. citizens should carefully monitor U.S. government notices and local and international media outlets for information about changing security conditions and alerts to shelter in place.
  • U.S. citizens in Ukraine should stay vigilant and take appropriate steps to increase their security awareness in the event of military attacks.
  • Download and turn on notifications for free mobile applications – which U.S. government personnel in Ukraine are required to have and monitor – that announce air alerts in real time, such as Air Raid Siren and Alarm Map .
  • The U.S. Embassy does not have the ability to provide real-time alerts to the general U.S. citizen community of air threats.
  • Always know the location of your closest shelter.
  • In the event of mortar, artillery, missile, drone, or rocket fire, follow instructions from local authorities and seek shelter…

  • éviter de porter de grosses sommes d’argent dans les marchés, gares, et autres lieux publics ;
  • faire attention aux pickpockets dans les lieux publics et les transports en commun : surveiller les sacs, portefeuilles et objets de valeurs (bijoux, appareils photos, etc.) ;
  • retirer les valeurs du vêtement avant de le laisser sur le dossier d’une chaise ou de le mettre au vestiaire ;
  • être prudent dans les trains de nuit ;
  • être vigilant dans les hôtels et les appartements loués et veiller à verrouiller la porte pendant la nuit ;
  • être vigilant dans le choix de ses fréquentations, notamment lors de nouvelles rencontres, se méfier en particulier des formes dissimulées de prostitution ; éviter les bars de rencontre (où se produisent la plupart des incidents signalés à l’ambassade) ;
  • vigilance accrue lors de la consommation de boissons dans des lieux publics (bars, etc.) : plusieurs cas signalés concernant des ressortissants français qui ont été victimes de vols et/ou menacés après avoir ingéré des substances chimiques paralysantes ou soporifiques mélangées à leur insu dans leurs boissons ;

  • de ne jamais laisser un employé s’éloigner avec une carte bancaire et de bien suivre les différentes étapes du paiement ;

Russian invasion of Ukraine

Russia continues to invade Ukraine. Russian missile and drone attacks take place frequently across the country. Attacks have killed and injured civilians and caused significant damage to civilian infrastructure, including residential, energy, industrial, rail and other related facilities. Russian military activity has intensified over the past year. Civilian casualties between January and August 2026 exceeded the total recorded in 2025.

There is an ongoing risk of harm to British nationals from Russian attacks across Ukraine, including from missiles and drones that hit unintended targets or from falling debris. While these are more frequent where FCDO advises against all travel, they can and do also happen in the western regions, where FCDO advises against all but essential travel.

British nationals should exercise heightened awareness and be prepared to take shelter immediately when an air alert is announced. Be extra vigilant whilst travelling in urban centres.

Russian missile and drone attacks have struck government and civilian infrastructure across Ukraine, including public buildings, energy facilities, transport hubs, other critical infrastructure, residential areas and defence industrial sites. Conferences and events attended by the Ukrainian government and military are more likely to be targeted.

Follow the advice of local authorities, including responding to air raid alerts and train evacuation instructions. Be prepared to seek shelter immediately and remain there for extended periods.

Russian attacks on the energy network may result in unscheduled blackouts or emergency power cuts with little notice. Rolling scheduled blackouts may be required in some areas. Electricity outages may also affect district heating and water supplies. Be aware that temperatures may drop below -20°C during winter.

Ukraine’s airspace remains closed.

The situation in Ukraine can change quickly. Local rules and measures may change at short notice or without notification. FCDO cannot confirm that all information on this page reflects the latest situation in Ukraine.

Support from the UK government

We continue to advise British nationals in regions where FCDO advises against all travel, to leave these areas, if they judge it safe to do so.

The British Embassy in Kyiv is unable to help you in person. FCDO cannot facilitate your departure from Ukraine or your evacuation.

If you are in Ukraine

Martial law is in place. Follow the instructions of the Ukrainian authorities and check any measures in place in your location, as they will vary by region.

If you are in Ukraine, you should:

  • monitor local media for updates about security risks in your area
  • identify shelter locations in advance of any air alert
  • immediately take shelter if an air alert is announced
  • follow the directions of Ukrainian officials and first responders in the event of an emergency
  • take precautions including conserving water, food, and mobile phone charge and having warm clothing/sleeping bags to hand, and monitor local media for updates, including on power cut schedules
  • pay close attention to your personal security
  • avoid demonstrations and public gatherings
  • take extra care while moving around
  • know what curfews are in place

There are a number of air raid alert apps available, including “Air Alert” .

Terrorism in Ukraine

Terrorist attacks in Ukraine cannot be ruled out.

Political situation

A state of emergency, put in place by the Government of Ukraine in February 2022, remains in effect, and martial law is in force throughout Ukraine.

Unexploded weapons

There is a hazard from unexploded weapons throughout Ukraine, but particularly in the South and East of the country along the current conflict frontlines, and in areas where ground fighting occurred (particularly since 2022). Drone and missile strikes occur frequently across Ukraine and can deposit unexploded weapons in public areas. This includes cluster munitions, which scatter round the landing site and can cause delayed explosions. Flooding in the Kherson Oblast, following the destruction of the Kakhovka Dam in June 2023, spread unexploded weapons across the region.

If you come across an unexploded weapon, such as a landmine, do not approach it or touch it. Make a note of where you saw it and notify the authorities on 101. Beware of more unexploded weapons nearby.

Zaporizhzhia Nuclear Power Plant

Explosions continue to be reported near the area of the Zaporizhzhia Nuclear Power Plant indicating ongoing military activity. There have been no reports of any radiation release.

Crime

Before the full-scale invasion, serious crime against foreigners was relatively rare, but incidents did occur, with some cases being racially motivated.

If you are a victim of crime, report it to the police by calling 102. FCDO has a list of local translators in Ukraine . We cannot confirm whether these translators are still offering services during Russia’s invasion of Ukraine.

Protecting your belongings

Be alert to the possibility of street crime and petty theft. Foreigners may appear to be lucrative targets.

Theft of and from vehicles is common. Do not leave documents or money in your vehicle.

Drink and food spiking

Do not leave drinks or food unattended as they could be spiked. Beware of accepting drinks from casual acquaintances.

Scams

Cloning of credit and debit cards is common. Be aware of who is around you when using ATMs and do not let your card out of your sight during transactions.

Cyber attacks

Ukraine is a target for large cyber-attacks which disrupt basic services and risk data security, including personal data. In March 2025, a large-scale attack targeted Ukraine’s national railway operator Ukrzaliznytsia, impacting ticket purchasing.

In December 2023, there was a high-impact cyber attack on Ukrainian networks. Ukraine’s largest mobile network operator, Kyivstar, suffered a cyber attack which left users without a mobile signal or the ability to use the internet. It also disrupted air raid apps, some banks, ATMs, and point-of-sale terminals. The Ukrainian bank Monobank was also targeted, disrupting access to the bank’s website.

Photography

Don’t take pictures of military installations, including mobile or temporary defense equipment or other government buildings. This includes drones flying overhead, air defenses, downed aircraft and drones/missiles as well as damaged or derelict military equipment. You should be careful when uploading photos or video to social media to ensure that no prohibited buildings or equipment appear in your content, even in the background. You could face arrest and jail time if you take or upload photos or videos with prohibited content visible.

Mandatory military service (mobilization)

Ukraine has mandatory military service for men over the age of 18. Due to the ongoing Russian military invasion, Ukrainian men between 18 and 60 years may be subject to mobilization.

International Child Abduction

The Hague Convention on the Civil Aspects of International Child Abduction is an international treaty. It can help parents with the return of children who have been removed to or retained in certain countries in violation of custody rights. The convention applies between Canada and Ukraine. If your child was wrongfully taken to, or is being held in Ukraine, and if the applicable conditions are met, you may apply for the return of your child to the Ukrainian court. If you are in this situation:

  • act as quickly as you can
  • contact the Central Authority for your province or territory of residence for information on starting an application under The Hague Convention
  • consult a lawyer in Canada and in Ukraine to explore all the legal options for the return of your child
  • report the situation to the nearest Canadian government office abroad or to the Vulnerable Children's Consular Unit at Global Affairs Canada by calling the Emergency Watch and Response Centre

If your child was removed from a country other than Canada, consult a lawyer to determine if The Hague Convention applies. Be aware that Canadian consular officials cannot interfere in private legal matters or in another country's judicial affairs.

Surrogacy and adoption

If you plan to visit Ukraine despite this advisory for the purpose of commissioning surrogacy or adoption arrangements, you should consider the potential challenges involved in pursuing international surrogacy and seek specialist legal advice on Ukrainian and Canadian laws prior to making any arrangements. The Russian military invasion of Ukraine has increased the risk of dangerous complications from childbirth. It has also changed legal and social opinions on international surrogacy and adoption. Attacks on Ukraine’s energy infrastructure could disrupt medical services. Supply chain disruptions could limit the availability of essential medical supplies. You should consider the risk to your safety and the safety of a newborn before travelling to Ukraine. You should consult with Immigration, Refugees and Citizenship Canada (IRCC) on current policies regarding citizenship through descent, as well as on the issuance of Canadian travel documents. Ukraine has strict laws on adoption, including criteria for prospective adopters. These laws may be different for Canadians holding Ukrainian citizenship. The Embassy of Canada to Ukraine can’t provide recommendations on the selection of surrogacy or adoption agencies. International adoption – Ministry of Foreign Affairs of Ukraine

Media

The Ukrainian Ministry of Defence must accredit all travel to Ukraine for media projects. You should consult the Ministry of Defence before you arrive in Ukraine to confirm their advice and regulations.

2SLGBTQI+ persons

Ukrainian law does not prohibit sexual acts between individuals of the same sex. Despite large and active 2SLGBTQI+ communities in major urban centres, homosexuality is not widely accepted in Ukrainian society. Avoid public displays of affection. Expect a heavy police presence at Pride parades and certain 2SLGBTQI+ events. Counter-protests and violence are possible. Have a plan for safely exiting the area when participating in Pride parades or other 2SLGBTQI+ events. Travel and your sexual orientation, gender identity, gender expression and sex characteristics

Driving

You must carry an international driving permit Car insurance is mandatory. There is zero tolerance for driving under the influence of alcohol. International Driving Permit

Money

The currency of Ukraine is the hryvnia (UAH). There is a withdrawal limit at banks and ATMs following the Russian invasion of Ukraine. Foreign currency can be exchanged at most banks, hotels and licensed exchange booths.

Customs

Upon entering or leaving Ukraine, you must make a declaration to customs if you have €10,000 or more, or the equivalent in other currencies. Undeclared amounts exceeding the equivalent of €10,000 may be seized. There are strict customs regulations and procedures regarding the export of antiquities and items of historical interest. It is prohibited to export antiques, works of art, historical treasures and other similar items without a special permit from the Ukrainian Ministry of Culture.

Foreign Office — laws and cultural differences

Language

Ukrainian officials generally only speak Ukrainian and Russian.

Personal ID

Carry your passport at all times to use as identification and to demonstrate your legal status in Ukraine if asked by the police. Police should identify themselves and show identification. If you’re detained because you have not been able to present your passport, ask for an official report.

Access to money

ATMs are available and credit cards are widely used in cities. However, as a result of the current invasion of Ukraine by Russia, ATMs might not be refilled with cash and some bank cards might not be accepted. During power cuts, ATMs and card terminals may not work. Make sure you have sufficient cash in local currency. US dollars and euros are the easiest currencies to exchange in Ukraine. You may be able to exchange sterling, but in fewer places. Scottish and Northern Irish notes are not accepted. Only use official exchange booths and make sure you’re given a receipt. You’ll need to present your passport to exchange currency worth 150,000 Ukrainian hryvnia or more. You’ll need the receipt to exchange money back on departure. There is a risk that cyber attacks could disrupt mobile, internet and banking services.

Alcohol and smoking

It is illegal to smoke or drink alcohol in public places, including on public transport, at bus stops, underground crossings, cultural, sports and governmental establishments, playgrounds and parks.

Illegal drugs and prison sentences

Penalties for being caught in possession of drugs are severe.

Using cameras in secure areas

Do not take photographs near government or military establishments.

LGBT+ travellers

Although same-sex relationships are not illegal, public attitudes are less tolerant than in the UK and showing affection in public may receive negative attention. Health spending of 370 USD per person (Switzerland: 11,784) goes with private hospitals that bill foreigners in hard currency and ask for a guarantee before admission: the direct payment guarantee is what avoids the deposit.

Entry requirements — rules for a British passport

This information is for people travelling on a full ‘British citizen’ passport from the UK who choose to travel despite FCDO advice. It is based on the UK government’s understanding of Ukraine’s current rules for the most common types of travel.

The authorities in Ukraine set and enforce entry rules. If you’re not sure how these requirements apply to you, contact the Ukrainian Embassy in the UK . The Ukrainian State Border Guard Service has the final decision on whether a person is eligible to enter Ukraine.

Permanent residents

If you are a permanent resident of Ukraine, you do not need to show proof of insurance.

Passport validity requirements

If you’re travelling without a visa, your passport should be valid for the proposed duration of your stay. No additional period of validity beyond this is required. If you’re applying for a visa, your passport may need to have an additional period of validity. Check with the Ukrainian Embassy in the UK for further details.

Additional requirements at the border

At the border you will need to:

  • complete an immigration card
  • scan your fingerprints as part of biometric data collection at border crossing points if requested by the immigration officer
  • have evidence of sufficient funds. You can show:
  • cash
  • bank cards with bank statements
  • accommodation bookings
  • tourist vouchers
  • a letter of financial support from your sponsor
  • return or onward travel tickets

You can find more information on:

  • Ukrainian Embassy in the UK
  • State Border Guard Service of Ukraine
Visa requirements

British Citizen passport holders can enter Ukraine without a visa for visits of up to 90 days within a 180-day period. Ukraine has confirmed that this policy will continue to apply to British citizens until 30 January 2027.

If you’re planning to stay in Ukraine for longer than 90 days in a 180 day period, you need to get a visa. For more advice contact the Ukrainian Embassy in London or Consulate General in Edinburgh .

Expired residence cards

If you have a temporary or permanent residence card that’s expired, you are still allowed to return to Ukraine. The expired document will remain valid while martial law remains in place and for 30 days afterwards. For more information see the Visit Ukraine website or contact the State Migration Service of Ukraine .

Visa overstays

If you need to extend your stay in Ukraine, check with the State Migration Service. If you overstay the 90 day allowance, you will be fined and may not be able to return to Ukraine for 90 days after leaving the country.

Non-government controlled areas

If you intend to go to any of the areas not controlled by the Ukrainian authorities, you must apply to the State Migration Service .

Vaccine requirements

For details about medical entry requirements and recommended vaccinations, see TravelHealthPro’s Ukraine guide .

Customs rules

There are strict rules about goods you can take into and out of Ukraine (in Ukrainian), including antiques and items of historical interest. You must declare anything that may be prohibited or subject to tax or duty. If in doubt seek prior permission from the customs authorities…

Is an Amex, Visa or Mastercard enough in Ukraine?

At today's level 4/4, card by card:

  • Amex Platinum — Your Amex Platinum expressly excludes this trip: the T&Cs rule out travel to countries your government has advised against visiting.
  • Visa — Your Visa may not cover here: the notice excludes the consequences of war, notorious political instability and terrorism — precisely the risks of an advised-against area.
  • Mastercard — Your Mastercard World Elite expressly excludes this trip: areas 'formally advised against' by the French foreign ministry are ruled out, assessed at departure date.
  • Three lines to read in your notice: the duration (often 90 days per trip), the settlement (reimbursement afterwards or direct payment of the hospital) and the area exclusion at level 4/4.

Are a health plan or a travel policy enough in Ukraine?

A health plan reimburses at home; here, the hospital asks for a payment guarantee before admission.

  • Health plan — A health plan treats you at home. Here the hospital asks for a guarantee before admission — not a later reimbursement.
  • Travel policy — The clause is a market standard: the reference policy excludes trips to areas 'formally advised against by government authorities' — at this level most classic policies no longer cover.
  • A travel policy often has a territorial clause at level 4/4 and a 90-day limit per trip.
  • Have your IPID number or the PDF of the terms and ask an expert to call you back: the answer is in the document, not in the brochure.

How do I use the medical network on this page?

Around Kyiv: 80 hospitals and clinics, 14 with a 24/7 emergency room, 40 pharmacies, 40 doctors' practices (OpenStreetMap, hospital list read on 15.10.2026).

  • Type your city, hotel or beach: the map re-centres, 24/7 emergency rooms come first.
  • Each row gives the phone when the source publishes it, the nearest street, directions and the Google Maps listing.
  • The PDF briefing repeats the same places, numbered on a printable map.
  • No customer reviews: OpenStreetMap has none, and we invent none.

Can I be treated in Ukraine, or will I be evacuated?

3.5 physicians per 1,000 people (2023) versus 4.5 in Switzerland.

  • 6.1 hospital beds per 1,000 people versus 4.4 in Switzerland (World Bank).
  • Medical density comparable to Switzerland: the local network handles most cases; repatriation remains a question of convalescence and cost. Health spending of 370 USD per person (Switzerland: 11,784) goes with private hospitals that bill foreigners in hard currency and ask for a guarantee before admission: the direct payment guarantee is what avoids the deposit.
  • When the local facility is not enough, Maximum's medical team decides the evacuation to a suitable centre, and pays for it (art. 6.2.2).

Ukraine: safety, in figures?

3.8 homicides per 100,000 people (2021) versus 0.6 in Switzerland and 1.3 in France.

  • 10.2 road deaths per 100,000 people versus 2.2 in Switzerland (World Bank, WHO).
  • UCDP (Uppsala University): 1,205 geolocated violent incidents, 2,646 deaths over the last closed period, each placed on the map.
  • The homicide rate is 6 times Switzerland's: violence is a real risk there, concentrated in the areas named by the official advisories. On the road, 5 times more deaths than in Switzerland: road crashes are the leading cause of death of healthy travellers (CDC) — seat belt, no night driving, a driver or a taxi from a rank.

Which laws and customs should I know in Ukraine?

Local laws apply to every traveller; here is what the official texts say.

  • You must carry your passport at all times as Ukrainian police may ask to see it; if detained for not presenting it, request an official report from authorities.
  • Carry an international driving permit and ensure mandatory car insurance; Ukraine enforces zero tolerance for driving under the influence of alcohol.
  • Do not take photographs of military installations, government buildings, or damaged military equipment; prohibited content in photos or videos may lead to arrest and jail time.
  • Upon entering or leaving Ukraine, declare any amount of €10,000 or more (or equivalent in other currencies) to customs; undeclared amounts exceeding this threshold may be seized.
  • Ukrainian men aged 18 to 60 may be subject to mobilization due to the ongoing Russian military invasion; men over 18 must comply with mandatory military service laws.
