How we read these four advisories

Every country has its own scale, so we ask them all the same question: is the whole country advised against?

An advisory covering only areas of the country does not raise the answer: it stays “No”, and the area is shown in the relevant column.

The level shown on this page — and across this site — is the one published by the U.S. State Department, from 1 (normal precautions) to 4 (do not travel). France and the United Kingdom publish their own advisories, with their own rules: they add to that level, they do not replace it.

  • Hépatite A : en fonction des conditions et de la durée de séjour ;
  • Fièvre typhoïde : en fonction des conditions et de la durée de séjour ;
  • Rage : notamment enfants en bas âge, séjour en milieu rural ou éloigné des villes principales ;
  • Hépatite B : en cas de séjours fréquents ou prolongés ;

  • Se laver régulièrement les mains à l’eau et au savon ou avec une solution hydro-alcoolique ;
  • Éviter le contact avec les animaux en particulier avec les chameaux et les dromadaires ainsi que la consommation de viande de chameau ou lait de chamelle ;

  • Se laver les mains régulièrement avec de l’eau et du savon ou des solutions de lavage hydroalcooliques, surtout avant et après les repas et le passage aux toilettes ;
  • Veiller à la qualité des aliments et surtout à leur bonne cuisson ;
  • Éviter la consommation de produits alimentaires (poisson, viande, volaille, lait) crus ou peu cuits ;
  • Peler les fruits et légumes ou les laver soigneusement (à l’eau saine) ;
  • Éviter les crudités, coquillages, plats réchauffés et buffets froids ;

Health — Foreign Office

Before you travel check that:

  • your destination can provide the healthcare you may need
  • you have appropriate travel insurance for local treatment or unexpected medical evacuation

This is particularly important if you have a health condition or are pregnant.

Emergency medical number

Dial 140 and ask for an ambulance.

Contact your insurance company quickly if you’re referred to a medical facility for treatment.

Vaccine recommendations and health risks

At least 8 weeks before your trip:

  • check the latest vaccine recommendations for Lebanon
  • see where to get vaccines and whether you have to pay on the NHS travel vaccinations page

See what health risks you’ll face in Lebanon .

There have been reported cases of cholera in Lebanon. More guidance is available in TravelHealthPro’s cholera factsheet .

Medication

Medical supplies can occasionally be hard to find in country. Take any medicines you need with you to Lebanon. The legal status and regulation of some medicines prescribed or purchased in the UK can be different in other countries. If you’re travelling with prescription medication you should carry a medical certificate confirming that the medication has been prescribed for a medical condition.

Read best practice when travelling with medicines on TravelHealthPro .

Healthcare in Lebanon

The availability and quality of medical treatment available in Lebanon has been affected by the economic crisis and fuel shortages, although the situation has stabilised for private healthcare/hospitals in Beirut.

Medical care in Lebanon can be expensive. Most medical providers and hospitals are insisting on significant cash deposits before admitting patients, including in emergency situations. Make sure you have adequate travel health insurance and accessible funds to cover the cost of any medical treatment abroad and repatriation.

Doctors are generally well qualified, though nursing standards vary. Most medical staff speak French and English.

FCDO has a list of medical providers in Lebanon where some staff will speak English.

Updated 20.08.2026

Do not travel to Lebanon due to the risk of crime, terrorism, unrest, kidnapping, landmines , and armed conflict.

Do not travel to Lebanon for any reason.

The U.S. government has limited ability to offer emergency services to U.S. citizens in Lebanon due to the safety risks.

U.S. government employee travel restrictions

  • U.S. Embassy Beirut personnel are restricted from personal travel throughout Lebanon without advance permission.
  • Additional travel restrictions may be imposed on U.S. personnel under Chief of Mission security responsibility, with little to no notice due to increased security issues or threats.
  • The Lebanese government cannot guarantee the safety of U.S. citizens against sudden outbreaks of violence and armed conflict.

U.S. citizens in Lebanon are advised to take similar precautions.

Due to safety risks, only family members 21 years of age or older may join U.S. government employees who work in Lebanon.

Aviation Safety

  • The Federal Aviation Administration (FAA) advises caution for flights operating in the airspace within 200 nautical miles of the Damascus Flight Information Region (FIR) due to heightened military activity in or around Syria.
  • For more information U.S. citizens should consult the Federal Aviation Administration’s Prohibitions, Restrictions and Notices .

Crime

  • There is risk of non-violent crime throughout Lebanon.
  • Most crimes against foreigners are crimes of opportunity, like purse snatching and pickpocketing.

Terrorism

There is risk of terrorist violence, including terrorist attacks and other activity in Lebanon. Visit the U.S. Department of State’s country reports on terrorism to learn more.

  • Terrorist groups, including Hizballah, IRGC, ISIS, and Hamas, continue plotting possible attacks in Lebanon.
  • Terrorists may conduct attacks with little or no warning targeting tourist locations, transportation hubs, markets/shopping malls, and local government facilities.

Kidnapping and hostage-taking

There is an ongoing risk of kidnapping and hostage-taking in Lebanon. Local authorities have warned that foreign nationals may be targeted.

  • Americans and other travelers – including tourists, humanitarian workers, journalists, and business professionals – may be viewed as targets of opportunity. If you are kidnapped or taken hostage, the reason for your being in Lebanon is unlikely to offer…

In brief
  • French nationals must avoid the Bekaa plain including Baalbek and Anjar, northern Lebanon north of the Abdeh-Mechmech road, and southern Lebanon on the Saïda-Jezzine-Machghara axis, as these zones are formally advised against. France Diplomatie
  • Palestinian camps and their surroundings across Lebanon are off-limits; Lebanese authorities prohibit access, and areas near Saïda camps are especially dangerous. France Diplomatie
  • Terrorist threats remain constant; Islamic State cells have been disrupted since August 2020, and violent clashes occurred in Tayouneh (October 2021) and Ain El Helwé camp (summer 2023). France Diplomatie
  • Use the Beirut-Saïda highway for airport transfers; avoid southern Beirut quarters. Use only registered taxis with company names on illuminated signs, not collective services or private offers at the airport. France Diplomatie
  • Southern Lebanon contains numerous mines and unexploded ordnance causing regular civilian casualties; since 7 October 2023, this threat extends to the Bekaa and southern Beirut suburbs. France Diplomatie
  • Celebratory gunfire is frequent and causes deaths and serious injuries from falling projectiles; remain indoors and away from windows when shooting occurs. France Diplomatie

Regional risks — Foreign Office

This section has safety advice for regions of Lebanon. It only covers regions where FCDO has specific advice.

You should also read FCDO ’s overall travel advice and safety and security advice .

Southern suburbs of Beirut

FCDO advises against all travel to the southern suburbs of Beirut due to the presence of armed groups and heightened risk of organised crime including kidnapping.

Weapons are common in these areas and groups such as Lebanese Hizballah have arms that are beyond state control. There have been Israeli airstrikes in the southern suburbs of Beirut in 2026. Future airstrikes cannot be ruled out.

Areas in the South and Nabatiyeh Governorates

Since 2023, there has been frequent artillery fire and airstrikes in Lebanon, particularly in the South and Nabatiyeh Governorates. There is a risk of further strikes in the area.

There is a UN peacekeeping presence in the area south of the Litani River due to tensions between Lebanon and Israel.

The Israeli Defence Forces currently retain a presence in southern Lebanon . British Nationals should be aware that Israeli Defences Forces have fired at civilians who have ignored their instructions to leave these areas.

See Conflict affecting Lebanon for further information.

Areas in the Beqaa Governorate, including the Beqaa Valley

FCDO advises against all travel and all but essential travel to areas in the Beqaa Governorate (as described in ‘Warnings and insurance’ page) due to risks from Israeli airstrikes and criminal activity in these areas.

Since 2024, there have been several Israeli airstrikes in the Beqaa Valley. There is a risk of further strikes in the area.

Areas in the Baalbek-Hermel Governorate

There have also been Israeli airstrikes in Baalbek-Hermel Governorate, including the town of Baalbek.

In addition, British nationals should be vigilant to heightened risks from criminal activity in the Baalbek-Hermel Governorate. Since 2025, there have been several instances of deadly armed clashes between Lebanese and Syrian groups in border towns near Hermel. Further clashes cannot be ruled out.

The Lebanese Armed Forces have conducted raids against narcotics factories in Baalbek, resulting in the death of numerous soldiers. Since 2024, there have been airstrikes close to the highway and near to the border with Syria. Further strikes cannot be ruled out in this area.

Palestinian refugee camps

FCDO advises against all travel to the 12 Palestinian refugee camps. See Palestinian refugee camp locations on the UN Relief and Works Agency website.

Palestinian refugee camps are volatile environments where the Lebanese state has limited capacity to impose law and order. There has been a long pattern of violent clashes.

In September 2023, Ain el Hilweh camp witnessed intense violence resulting in a number of casualties. There were reports of bullets reaching as far as Ghaziyeh Town (2km south). The situation remains volatile and tensions could escalate without warning. There have been Israeli airstrikes on Palestinian refugee camps, including strikes on Ain el Hilweh camp in November 2025, February 2026 and March 2026, which resulted in casualties.

Akkar Governorate including the city of Tripoli

FCDO advises against all travel to the area of Akkar Governate close to the Syrian border due to the unstable security situation in Syria.

FCDO advises against all but essential travel to some areas of the city of Tripoli due to the risk of criminality, localised armed disputes, and public disorder.

Safety — Foreign OfficeForeign Office ↗updated 10.08.2026 · read 16.10.2026

Terrorism

There is a high threat of terrorist attack globally affecting UK interests and British nationals, including from groups and individuals who view the UK and British nationals as targets. Stay aware of your surroundings at all times.

UK Counter Terrorism Policing has information and advice on staying safe and what to do in the event of a terrorist attack. Find out how to reduce your risk from terrorism while abroad .

Terrorism in Lebanon

Terrorists are likely to try to carry out attacks in Lebanon.

Islamist terrorist groups seek to target the Lebanese state, security services, and civilians, and intend to target foreigners in Lebanon. Groups within Lebanon, including Lebanese Hizballah, are proscribed under the Terrorism Act 2000 and the Counter Terrorism (Sanctions) (EU Exit) Regulations 2019. Offences committed under the act – including funding and supporting proscribed organisations – may be liable to prosecution in the UK.

Terrorist groups have particularly operated in:

  • Tripoli
  • Palestinian refugee camps
  • areas close to the Syrian border, including around Hermel and Aarsal
  • Southern suburbs of Beirut

Recent terrorist-related incidents include a firearm attack which targeted the US embassy in 2024:

There is a heightened risk of terrorism against aviation. Additional security measures have been in place on flights departing from Lebanon to the UK since March 2017. You should co-operate fully with security officials.

If you notice or suspect a security incident is underway, leave the area immediately. Suspects have detonated explosives to avoid arrest. Keep clear of affected areas immediately after any attacks.

Terrorist kidnap

There’s a threat of kidnapping in Lebanon. The Lebanese authorities have warned that foreigners could be targeted.

British nationals are seen as legitimate targets, including tourists, humanitarian aid workers, journalists and business travellers. If you are kidnapped, the reason for your presence is unlikely to protect you or secure your safe release.

The long-standing policy of the British Government is not to make substantive concessions to hostage takers. The British Government considers that paying ransoms and releasing prisoners builds the capability of terrorist groups and finances their activities. This can, in turn, increase the risk of further hostage-taking. The Terrorism Act (2000) makes payments to terrorists illegal.

Security situation

The security situation in Lebanon is volatile and can deteriorate quickly.

Violence may occur:

  • as a result of the conflict affecting Lebanon
  • between security forces and protestors
  • between supporters of political groups
  • over scarce or subsidised resources

Confrontations often happen without warning and can result in large numbers of casualties. Security forces may use tear gas and rubber bullets during clashes.

Weapons are common in Lebanon and groups such as Lebanese Hizballah have arms that are beyond state control. Arguments can quickly escalate into violence, including the use of weapons, typically firearms and bladed weapons.

Celebratory gunfire is illegal in Lebanon but remains widespread. Every year there are reported casualties.

Regional and international developments such as in Iran, Israel, Syria and Iraq can have an impact on the local security situation. Monitor the regional situation whilst in Lebanon.

  • take cover in a building and move away from windows in areas where there’s celebratory…

Global Affairs Canada — written for Canadian travellers, valid for all

Local laws

You must abide by local laws. Learn about what you should do and how we can help if you are arrested or detained abroad.

Photography

It is prohibited to photograph or film government buildings or military personnel, equipment and facilities. Avoid photographing individuals without their permission.

Drugs

Penalties for possession, use or trafficking of illegal drugs are severe. Convicted offenders can expect jail sentences and heavy fines. Individuals charged with drug offences can expect to remain in jail and to be denied bail throughout the judicial process. This process often takes years. Drugs, alcohol and travel

Dress and behaviour

The dress code in Lebanon is more relaxed than in most Middle Eastern countries. However, to avoid offending local sensitivities:

  • dress conservatively
  • behave discreetly
  • respect religious and social traditions
Driving

Ensure your travel insurance is valid for driving in Lebanon. You must carry an international driving permit. International Driving Permit

Ramadan

In 2027, the lunar month of Ramadan is expected to begin on or around February 7. In public, between sunrise and sunset, be discreet when:

  • drinking
  • eating
  • smoking
Family law

Family law matters in Lebanon, including child custody and divorce-related decisions, are settled according to local religious laws. Canadian custody documents, including Canadian court orders pertaining to custody, may not be automatically recognized or enforceable in Lebanon. Relatives frequently place travel bans on Canadians. If you are involved in custody or other family disputes, consult a lawyer for advice on how religious law in Lebanon may affect your family situation.

International Child Abduction

The Hague Convention on the Civil Aspects of International Child Abduction is an international treaty. It can help parents with the return of children who have been removed to or retained in certain countries in violation of custody rights. It does not apply between Canada and Lebanon. If your child was wrongfully taken to, or is being held in Lebanon by an abducting parent:

  • act as quickly as you can
  • consult a lawyer in Canada and in Lebanon to explore all the legal options for the return of your child
  • report the situation to the nearest Canadian government office abroad or to Global Affairs Canada by calling the Emergency Watch and Response Centre

If your child was removed from a country other than Canada, consult a lawyer to determine if The Hague Convention applies. Be aware that Canadian consular officials cannot interfere in private legal matters or in another country's judicial affairs.

Money

The currency of Lebanon is the Lebanese pound (LBP), but the US dollar is widely accepted. The economy is mainly cash-based in Lebanon. Many stores and companies accept credit/debit cards. Foreign currencies, especially US dollars, can be exchanged at licensed money exchange bureaus, but not at banks. While ATMs are generally stocked with Lebanese pounds and US dollars, there may be limits on daily withdrawals imposed by certain banks.

Using cameras and drones in secure areas

Avoid photography in Lebanese Hizballah areas, including the southern suburbs of Beirut, the Beqaa Valley and areas in southern Lebanon. You may be detained if you are observed taking photographs. Only take photographs in tourist sites. You could be arrested for photographing military sites. Flying drone cameras without permission is illegal.

Ramadan

Ramadan is a holy month for Muslims. The dates vary by year and country. During this time, be aware of:

  • eating, drinking, smoking or chewing gum in public in the daytime, including in your car
  • playing loud music or dance
  • swearing in public

Get more advice when you arrive from your tour guide, hotel or business contacts. You should also:

  • check opening hours of shops and restaurants
  • follow local dress codes – clothing that does not meet local dress codes may cause more offence at this time
Diversity

Lebanon’s people are diverse, with many different Muslim and Christian sects represented. Respect local traditions, customs, laws and religions at all times and make sure your actions do not offend.

Dress code

In many areas you will find dress codes more relaxed than in other countries of the region, but you should still dress modestly when visiting religious sites.

Illegal drugs and prison sentences

Possessing, using and trafficking illegal drugs (including small quantities) are all serious offences, punishable with prison sentences.

LGBT+ travellers

The Lebanese Criminal Code includes a general provision concerning ‘every sexual act against nature’. Lebanese courts might consider that this includes same sex sexual activity. A criminal offence under this provision is punishable by a prison sentence of up to a year. The Lebanese Medical Association for Sexual Health has resources for LGBT+ people. Read more advice for LGBT+ travellers.

Child abduction and travel bans

If you have concerns about child custody, get legal advice before travelling to Lebanon about ‘travel bans’ that can be imposed by male heads of family. Even if you or your child holds a British passport you may be subject to Lebanese laws and regulations. In Lebanon a father or husband can legally arrange for a travel ban to be placed on their wife or children. If a travel ban is placed on you or your children, you will not be able to travel. If that does happen a parent should seek legal assistance to check if the travel ban can be lifted. Lebanese family law is very different from UK law and particular care is needed if child custody becomes an issue. If you’re a British national involved in international parental child abductions or custody disputes, contact the Foreign, Commonwealth & Development Office (FCDO) for assistance or call +44 (0) 2070 085 000. FCDO has information on international parental child abduction, including how we can help. FCDO strongly advises against attempting to move your child yourself. This may be considered abduction (or ‘re-abduction’). This may be illegal and can put your child at risk.

Health spending of 261 USD per person (Switzerland: 11,784) goes with private hospitals that bill foreigners in hard currency and ask for a guarantee before admission: the direct payment guarantee is what avoids the deposit.

Visa

Entry requirements — rules for a British passport

This information is for people travelling on a full ‘British citizen’ passport from the UK who choose to travel against FCDO advice. It is based on the UK government’s understanding of Lebanon’s current rules for the most common types of travel.

The authorities in Lebanon set and enforce entry rules. If you’re not sure how these requirements apply to you, contact the Lebanese Embassy in the UK .

Passport validity requirements

Your passport should be valid for at least 3 months from the date you enter Lebanon.

Check with your travel provider that your passport and other travel documents meet requirements. Renew your passport if you need to.

You will be denied entry if you do not have a valid travel document, or try to use a passport that has been reported lost or stolen.

Checks at border control

If your passport contains an Israeli stamp, you may be refused entry to Lebanon even if you hold a valid Lebanese visa.

Dual nationals

When returning to the UK, British citizens must carry a valid British passport or certificate of entitlement . See Dual citizenship .

Visa requirements

British citizens can normally apply for a free single-entry tourist or family visit visa on arrival at Beirut airport. A tourist visa is valid for one month from the date of entry. Travellers can extend their visa for up to three months at the General Security offices.

British citizens can also obtain a visa from the Lebanese Embassy in London. These may be valid for a different time period. Travellers should make sure they understand their visa validity to avoid any penalties for overstaying.

Travellers overstaying their visa may have to pay a fine at the airport. Only Lebanese currency will be accepted for payment. This should be paid at departures before security procedures.

Entry requirements may change at short notice. Check with the Lebanese Embassy in the UK before you travel.

Name checks against offender database

Lebanese immigration authorities check all visitors’ names on arrival against a database of those wanted for, or convicted of, offences in Lebanon. If your name matches an entry on the database, you may be detained (or occasionally allowed entry by surrendering your passport) until they can be satisfied that the record does not relate to you. You might be able to do this by producing a copy of a birth certificate or other official documentation that allows parents’ names to be checked against the database. Consider carrying this kind of supporting documentation.

Vaccine requirements

For details about medical entry requirements and recommended vaccinations, see TravelHealthPro’s Lebanon guide .

Passports bearing Israeli stamps may result in entry refusal to Lebanon regardless of valid Lebanese visa status. British citizens receive free single-entry tourist visa on arrival at Beirut airport, valid one month from entry, extendable to three months at General Security offices.
  • American passport: the requirements are on the State Department country page (travel.state.gov).
  • Swiss passport: the FDFA refers you to the destination's embassy in Switzerland.
  • Pick your passport at the top of Before you go › Entry: the official text that concerns you comes first, with its “In brief” summary.

Do I need an insurance certificate for a Lebanon visa?

For a Schengen visa, yes: at least €30,000 of travel medical insurance (Regulation (EC) No 810/2009, art. 15).

  • Many other countries ask for it on entry or for a visa, case by case: check Before you go › Entry, with your passport.
  • Subscribe: the named certificate arrives by e-mail on payment, with your name, dates and limits (EUR 1.5M medical expenses, unlimited evacuation and repatriation) — the ones consulates check.
  • Attach it to the visa file; if in doubt about the format, write to us.

Is an Amex, Visa or Mastercard enough in Lebanon?

At today's level 4/4, card by card:

  • Amex Platinum — Your Amex Platinum expressly excludes this trip: the T&Cs rule out travel to countries your government has advised against visiting.
  • Visa — Your Visa may not cover here: the notice excludes the consequences of war, notorious political instability and terrorism — precisely the risks of an advised-against area.
  • Mastercard — Your Mastercard World Elite expressly excludes this trip: areas 'formally advised against' by the French foreign ministry are ruled out, assessed at departure date.
  • Three lines to read in your notice: the duration (often 90 days per trip), the settlement (reimbursement afterwards or direct payment of the hospital) and the area exclusion at level 4/4.

Are a health plan or a travel policy enough in Lebanon?

A health plan reimburses at home; here, the hospital asks for a payment guarantee before admission.

  • Health plan — A health plan treats you at home. Here the hospital asks for a guarantee before admission — not a later reimbursement.
  • Travel policy — The clause is a market standard: the reference policy excludes trips to areas 'formally advised against by government authorities' — at this level most classic policies no longer cover.
  • A travel policy often has a territorial clause at level 4/4 and a 90-day limit per trip.
  • Have your IPID number or the PDF of the terms and ask an expert to call you back: the answer is in the document, not in the brochure.

How do I use the medical network on this page?

Around Beirut: 80 hospitals and clinics, 57 with a 24/7 emergency room, 40 pharmacies, 9 doctors' practices (OpenStreetMap, hospital list read on 14.10.2026).

  • Type your city, hotel or beach: the map re-centres, 24/7 emergency rooms come first.
  • Each row gives the phone when the source publishes it, the nearest street, directions and the Google Maps listing.
  • The PDF briefing repeats the same places, numbered on a printable map.
  • No customer reviews: OpenStreetMap has none, and we invent none.

Can I be treated in Lebanon, or will I be evacuated?

2.7 physicians per 1,000 people (2020) versus 4.5 in Switzerland.

  • 2.7 hospital beds per 1,000 people versus 4.4 in Switzerland (World Bank).
  • With 2.7 physicians per 1,000 people (40% fewer than Switzerland), the nearest hospital does not always have the capacity for a serious case: evacuation to an adequate centre is the rule, not the exception — that is what unlimited evacuation and repatriation cover. Health spending of 261 USD per person (Switzerland: 11,784) goes with private hospitals that bill foreigners in hard currency and ask for a guarantee before admission: the direct payment guarantee is what avoids the deposit.
  • When the local facility is not enough, Maximum's medical team decides the evacuation to a suitable centre, and pays for it (art. 6.2.2).

Lebanon: safety, in figures?

2.2 homicides per 100,000 people (2020) versus 0.6 in Switzerland and 1.3 in France.

  • 16.4 road deaths per 100,000 people versus 2.2 in Switzerland (World Bank, WHO).
  • UCDP (Uppsala University): 457 geolocated violent incidents, 1,391 deaths over the last closed period, each placed on the map.
  • The homicide rate is 4 times Switzerland's: violence is a real risk there, concentrated in the areas named by the official advisories. On the road, 7 times more deaths than in Switzerland: road crashes are the leading cause of death of healthy travellers (CDC) — seat belt, no night driving, a driver or a taxi from a rank.
