How we read these four advisories

Every country has its own scale, so we ask them all the same question: is the whole country advised against?

An advisory covering only areas of the country does not raise the answer: it stays “No”, and the area is shown in the relevant column.

The level shown on this page — and across this site — is the one published by the U.S. State Department, from 1 (normal precautions) to 4 (do not travel). France and the United Kingdom publish their own advisories, with their own rules: they add to that level, they do not replace it.

Ministry of Health: voir sous Resources à Annex to Travellers Guidelines

  • Fièvre jaune : la vaccination contre la fièvre jaune est obligatoire pour les voyageurs en provenance de zones d’endémies et fortement recommandée pour tous les autres voyageurs. La présentation du carnet de vaccinations internationales peut être exigé dans tous les cas ;
  • Hépatite A : en fonction des conditions et de la durée de séjour ;
  • Fièvre typhoïde : en fonction des conditions et de la durée de séjour ;
  • Rage : notamment enfants en bas âge, séjour en milieu rural ou éloigné des villes principales ;
  • Hépatite B : en cas de séjours fréquents ou prolongés ;
  • Mpox : en cas d’exposition à risque ;

  • Se laver régulièrement les mains à l’eau et au savon ou avec une solution hydro-alcoolique ;
  • Éviter le contact avec les animaux en particulier avec les chameaux et les dromadaires ainsi que la consommation de viande de chameau ou lait de chamelle ;

  • Se laver les mains régulièrement avec de l’eau et du savon ou des solutions de lavage hydroalcooliques, surtout avant et après les repas et le passage aux toilettes ;
  • Veiller à la qualité des aliments et surtout à leur bonne cuisson ;
  • Éviter la consommation de produits alimentaires (poisson, viande, volaille, lait) crus ou peu cuits ;
  • Peler les fruits et légumes ou les laver soigneusement (à l’eau saine) ;
  • Éviter les crudités, coquillages, plats réchauffés et buffets froids ;

United Arab Emirates - Level 3: Reconsider TravelState Department ↗updated 28.08.2026 · read 16.10.2026

Updated 28.08.2026

Reconsider travel to the United Arab Emirates due to terrorism and armed conflict .

U.S. government employees working in the UAE need special authorization to travel to military bases and critical energy infrastructure sites due to UAE government restrictions and potential security risks.

As of August 29, 2026, family members may join U.S. government employees who work in UAE.

Armed Conflict

Following the onset of hostilities between the United States and Iran on February 28, 2026, there has been an ongoing threat of drone and missile attacks from Iran and significant disruptions to commercial flights. The Iranian regime has publicly stated its intention to target locations in the UAE associated with the United States.

Terrorism

There is a risk of terrorist violence, including terrorist attacks and other activity in the United Arab Emirates. Visit the U.S. Department of State’s country reports on terrorism to learn more.

Terrorists may attack with little or no warning and may target tourist locations, transportation hubs, shopping areas, government facilities, places of worship, and in particular locations associated with the Jewish and Israeli communities.

Aviation Safety

The Federal Aviation Administration (FAA) has issued an advisory Notice to Air Missions (NOTAM) or a Special Federal Aviation Regulation (SFAR). This is due to risks to civil aviation operating within or nearby the Persian Gulf and the Gulf of Oman region, including the UAE. For more information, Americans who plan to travel to the region should check the FAA’s Prohibitions, Restrictions and Notices .

Local laws

Residents and visitors should be aware the UAE has strict rules on social behavior, drug possession, traffic violations, financial crimes, and video recording officials, members of the public, infrastructure, or military activity. Breaking these rules can lead to arrest, fines, or an exit ban. Americans should review the Department of State’s Travel Guidances for UAE to learn about local laws, special circumstances, and additional information about travel to the United Arab Emirates.

Regional tensions

The US and Iran announced a memorandum of understanding (MOU) on 17 June in relation to the conflict in the Middle East, however the situation in the Middle East remains unpredictable. Since 8 July there have been strikes and retaliatory attacks by Iran in a number of locations across the region against US military and civilian infrastructure. There is a risk of more attacks and unforeseen escalation in the region. Before the ceasefire, the Iranian regime had stated its intention to target locations associated with the US and Israel, including organisations, businesses, facilities, and institutions.

British nationals currently in the Middle East should be prepared for possible flight cancellations, periodic airspace closures, and potential travel disruptions, and should:

  • read If you’re affected by a crisis abroad - GOV.UK . This includes guidance on “how to prepare for a crisis” with suggestions on what you might include in your emergency supplies and “what to do in a crisis”
  • sign up to FCDO Travel Advice email alerts
  • follow advice from the local authorities
  • monitor local and international media for the latest information, including updates relating to airports and airspace which could close at short notice
  • stay away from areas around security or military facilities
  • keep your departure plans under review, and ensure your travel documents are up to date
  • if advised to take shelter, stay indoors or find the nearest safe building or designated shelter. An interior stairwell or a room with as few external walls or windows as possible may provide additional protection. The greatest risk is from falling debris caused by intercepts, and you are safest inside a secure structure. Do not approach or touch any drone or missile fragments or unusual objects

Terrorism

There is a high threat of terrorist attack globally affecting UK interests and British nationals, including from groups and individuals who view the UK and British nationals as targets. Stay aware of your surroundings at all times.

UK Counter Terrorism Policing has information and advice on staying safe and what to do in the event of a terrorist attack. Find out how to reduce your risk from terrorism while abroad .

Terrorism in the UAE

Terrorists are likely to try to carry out attacks in the United Arab Emirates (UAE).

Attacks could be indiscriminate, including in places visited by foreign nationals.

Terrorists continue to issue statements threatening to carry out attacks in the Gulf region. These include references to attacks on western interests, including against UK citizens. Due to increasing regional tensions, Israeli and Jewish linked sites could be targets for terrorists in the UAE .

Targets may include:

  • residential compounds
  • military sites
  • oil
  • transport
  • aviation interests
  • crowded places
  • restaurants
  • hotels
  • beaches

Maintain a high level of security awareness, particularly in public places and at public events.

Protecting your belongings

Take sensible precautions to protect yourself and your belongings.

Sexual assault

Take care when walking or travelling alone or at night, particularly if you are a woman. Use a reputable taxi company and do not accept lifts from strangers.

Sexual assault and rape are relatively rare but do happen. A man who is convicted of raping a woman will be given life imprisonment, and in some cases prosecutors may request the death penalty. However, UAE law places a high burden of proof on the victim to demonstrate that the sexual relations were not consensual, especially when the victim had consumed alcohol or where the alleged attacker was known to the victim. If the sexual relations are determined to have been consensual, either party may still face prosecution for the offence of sex outside marriage.

Drink and food spiking

Do not accept drinks from strangers or leave your drink unattended. Criminals can spike drinks and assault or rob you.

Global Affairs Canada — written for Canadian travellers, valid for all

Local laws

You must abide by local laws. Learn about what you should do and how we can help if you are arrested or detained abroad. Penalties for breaking the law in the UAE can be more severe than in Canada, even for similar offences. No transfer of offender's treaty exists between Canada and the UAE. If you’re convicted of a serious crime, you must serve your jail sentence in the UAE.

Legal process

UAE authorities routinely notify the Embassy of Canada or Consulate following the arrest of a Canadian citizen. If you are arrested, request that the arresting authorities immediately notify the nearest Canadian government office of your arrest. If you are not allowed to do so, ask a friend or family member to contact the Embassy or Consulate of Canada. The UAE and Canadian criminal law systems are significantly different. Laws, penalties and legal procedures vary according to the emirate. Detention during the investigative period is common and can be lengthy. You may be held without access to legal counsel or consular assistance. You may also have to remain in the UAE for a parole period after your release. If you’re involved in legal proceedings, local authorities can prevent you from leaving the UAE by withholding your passport or enforcing an exit ban. Familiarize yourself with the rules and laws of each emirate to which you intend to travel. Overview of the criminal law system in the United Arab Emirates

Death penalty

Although rarely carried out, the death penalty can be applied in the UAE. If you are convicted of a crime, you can face:

  • corporal punishment
  • deportation
  • the death penalty
Demonstrations

Demonstrations rarely occur. Gatherings must be authorized in advance by local authorities. Emirati law prohibits organizing or participating in unauthorized gatherings. Convicted offenders could face severe penalties, including heavy fines and prison sentences up to life under various charges, such as:

  • rioting
  • preventing or disrupting the implementation of laws and regulation
  • disturbing public peace or security

Avoid areas where demonstrations and large gatherings are taking place.

Drugs

Penalties for possession, use, or trafficking of illegal drugs are severe. Convicted offenders can expect:

  • heavy fines
  • jail sentences
  • the death penalty for severe offences, including drug trafficking

The UAE has a zero-tolerance policy towards drugs, even for travellers in transit. Detection of drugs (including cannabis) in blood or urine tests can also lead to a conviction.

Alcohol

Although it’s legal to consume alcohol in private homes and licensed venues, it’s a punishable offence to drink or be under the influence of alcohol in public. Even passengers in transit through the UAE can be arrested if they’re under the influence of alcohol. Don’t drink alcohol outside private homes or licensed venues. Drugs, alcohol and travel

Medications

Certain prescription and over-the-counter medications legally available in Canada, such as codeine and psychiatric medications, are classified as controlled substances in the UAE. It’s illegal to bring them into the country, even in small quantities, without prior permission from the UAE Ministry of Health. If you attempt to bring banned medication into the UAE without prior approval and required documentation, you may be subject to:

  • confiscation of medication
  • heavy fines
  • jail sentences

Medical tests are mandatory to obtain or renew your residency permit. You could face prosecution if traces of prohibited substances are detected in your urine or blood sample, even if you haven’t imported the medication into the UAE. Consult the Ministry of Health and Prevention’s list of controlled medicines to determine if you must obtain a permission to import any required medication. You can obtain a permission by creating a profile online and completing an electronic form.

2SLGBTQI+ persons

Emirati law criminalizes sexual acts and relationships between persons of the same sex. 2SLGBTQI+ persons could be detained based on their sexual orientation, gender identity, gender expression, or sex characteristics. They could also be detained and face other charges such as:

  • cross dressing
  • gross indecency
  • offence to public morals

2SLGBTQI+ persons could face:

  • heavy fines
  • jail sentences
  • corporal punishment
  • deportation
  • the death penalty

They should carefully consider the risks of travelling to the UAE. Travel and your sexual orientation, gender identity, gender expression and sex characteristics

Drones

The importation, possession and use of drones, including aerial photography and videography, are strictly regulated in the UAE. You must obtain authorization before importing or operating a drone. Failure to comply with drone regulations may result in severe penalties, including imprisonment, fines, and confiscation of the equipment. Drone regulations – UAE Civil General Aviation Authority

Dress and behaviour

UAE customs, laws and regulations adhere closely to Islamic practices and beliefs. Public displays of affection, including holding hands and kissing, may attract the attention of local authorities. Verbal insults and obscene gestures may be considered criminal acts. Foreign female travellers are not expected to wear head covers. However, revealing clothing is considered inappropriate. To avoid offending local sensitivities:

  • dress conservatively
  • behave discreetly
  • respect religious and social traditions
  • interact on social media with the same care as you would in person
  • seek permission from locals before photographing them
Ramadan

In 2027, the lunar month of Ramadan is expected to begin on or around February 7. In public, between sunrise and sunset, refrain from:

  • drinking
  • eating
  • smoking

In Abu Dhabi and Dubai during Ramadan, restaurants remain open, serving food as normal. Most government and public sector businesses have reduced working hours.

Religious proselytism

Religious proselytism is illegal. You should avoid engaging in religious activities that contradict or challenge Islamic teachings and values. This includes preaching, possessing or distributing religious literature or material.

Lèse-majesté

It’s illegal to criticize or disrespect the UAE’s:

  • ruling families
  • political system
  • institutions

This includes comments made on social media. Punishment can be severe, including lengthy jail terms.

Family law

UAE family law is different from Canadian family law. Decisions are based on Islamic law. Children of an Emirati father automatically acquire Emirati citizenship at birth. Although the courts will review each case individually, custody of boys under the age of 11 and girls under 13 is normally awarded to the mother. Custody is normally transferred to the father once boys reach 11 and once girls reach the age of 13. Regardless of which parent is awarded custody, fathers are normally given guardianship responsibilities for the children by the courts, granting them significant legal rights. Guardians have the right to hold the child’s passport and can legally prevent the child from exiting the UAE.

Foreign Office — laws and cultural differences

Local laws

The UAE is a Muslim country. Respect local traditions, customs, laws and religions. Make sure your actions do not cause offence, especially during the holy month of Ramadan or if you visit religious areas. There may be serious penalties for doing something that might not be illegal in the UK but is in the UAE.

Your passport

UAE employers may ask foreign employees to deposit their passports with the company as part of their terms and conditions of employment. This is illegal under UAE labour law. It is normal practice for hotels to take a photocopy of your passport or Emirates ID.

Hotel regulations

You cannot stay in a hotel if you’re under 18 years old and not accompanied by an adult.

Pedestrian crossings

Only cross roads using designated pedestrian crossings. It is illegal to cross in other places and you may face a fine or even imprisonment. Take care when crossing, as vehicles often do not stop at zebra crossings marked on the roads.

Ramadan

Ramadan is a holy month for Muslims. The dates vary by year and country. During this time, it may cause offence if you:

  • eat, drink, smoke or chew gum in public in the daytime, including in your car
  • play loud music or dance
  • swear in public

Find out how Ramadan is observed in the UAE or get more advice when you arrive from your tour guide, hotel or business contacts. You should also:

  • check opening hours of shops and restaurants
  • be aware that if hotels and restaurants are providing food or drink in fasting hours, they may separate you from Islamic guests, for example with screens
  • follow local dress codes – clothing that does not meet local dress codes may cause more offence at this time
  • be aware that driving may be erratic, particularly when people are trying to get home at dusk
  • be patient and show tolerance - fasting can cause tiredness, particularly during the late afternoon and early evening
Dress code

Dress modestly in public areas like shopping malls:

  • women should cover shoulders and knees, and underwear should not be visible
  • avoid transparent clothing or any attire that features imagery or phrases that could potentially offend others
  • swimming attire should only be worn on beaches or at swimming pools
  • cross-dressing is illegal

Some venues, events or buildings may have specific dress codes.

Swearing and rude gestures

It is illegal to swear and make rude gestures, including online, as they are considered obscene acts. You could be jailed or deported. Take particular care when dealing with the police and other officials.

Showing affection in public

Showing affection in public is frowned upon. You can be arrested for kissing in public.

Sexual relationships outside marriage

Consensual sexual relationships between a man and woman outside marriage are generally legal if both are aged 18 or over. This includes extra-marital sexual relationships. However, if either person’s spouse or parent/guardian files a criminal complaint, both parties of an extra-marital consensual relationship can get a prison sentence of 6 months or longer. If a person aged 18 or over has a sexual relationship with a person aged 17 or under, they will be prosecuted for having a sexual relationship with a minor. If both people are aged 17 or under, they will both be prosecuted but punishment is likely to be limited to a caution, parental supervision, judicial supervision, professional training or psychiatric treatment. If you are unmarried and give birth to a child in the UAE, you will only be able to get a UAE birth certificate if:

  • both you and your partner get married
  • you and your partner provide a joint declaration, certified by a notary public, to acknowledge the child - further information is available from the Ministry of Health and Prevention

If you become pregnant outside of marriage, your medical insurance may not cover you. Consult your medical insurance provider before getting pregnant, or giving birth in the UAE.

Financial crime

Financial crimes, including fraud and the non-payment of bills (including hotel bills) can often result in a prison sentence, a fine, or both. You could also have your bank accounts and other assets frozen. If you are arrested for a financial crime and are not resident in the UAE, it is likely you will not be allowed bail. If you are convicted, you may have to stay in prison until the debt is paid or waived, and you’ve served your full sentence.

Alcohol laws and bans

Drinking or possessing alcohol is illegal in the Emirate of Sharjah, 30km north of Dubai. It is illegal to drink or be under the influence of alcohol in a public place anywhere in the UAE. British nationals have been arrested and charged under this law, often in cases where they have come to the attention of the police for a related offence, such as disorderly or offensive behaviour. The legal age for purchasing and drinking alcohol is 21 in Abu Dhabi, Dubai and in all Northern Emirates except Sharjah, where drinking and having alcohol in your possession is illegal. If you are resident in Dubai and want to buy alcohol to drink at home, you must get a liquor licence. Liquor licences are no longer required for residents in the other Emirates excluding Sharjah. Liquor licences are not required in Dubai to purchase and consume alcohol in licenced venues like hotel bars, restaurants, and pubs. However, a liquor licence is required for consuming alcohol in private places like homes or private parties. While this requirement might not be strictly enforced in private settings, it remains a legal requirement. Outside licensed venues, you can only buy alcohol with a liquor licence from the 2 official liquor distributors in Dubai, MMI and African & Eastern. Tourists can get a temporary liquor licence which is valid for one month, from either supplier. This licence is only for use in Dubai. Liquor licences are not required for non-residents in the other Emirates where alcohol is available. You can buy and drink alcohol in licensed venues, such as hotels, restaurants and clubs.

Illegal drugs penalties

There is zero tolerance for drugs-related offences. The penalties for trafficking, smuggling, using and possessing illegal drugs (including residual amounts) are severe. Sentences for drug trafficking can include the death penalty. Possession of even the smallest amount of illegal drugs, including cannabis, can lead to a minimum 3-month prison term or a fine of between 20,000 UAE dirham and 100,000 UAE dirham. The Emirati authorities count the presence of drugs in the blood stream as possession. Some ‘herbal highs’ and products containing cannabidiol (CBD) are illegal in the UAE. Possessing, concealing or making transactions with money from drugs-related offences is illegal. You could get a prison sentence and a fine. UAE airports have excellent technology and security for detecting illegal items, including cannabis. This is also used to scan the baggage of transiting passengers. You can be arrested for carrying drugs, even residual amounts. Some skincare products and e-cigarette refills may contain ingredients that are illegal in the UAE such as CBD oil. If you are found in possession of such products, they will be confiscated and you could face criminal charges. A list of narcotic, psychotropic and controlled drugs where this rule applies, allowed quantities and documents to be presented can be found on the UAE Ministry of Health website.

Fundraising and charitable acts

Fundraising and acts of charity are heavily regulated in the UAE. This includes online and social media activity. Check whether any of the activities you are planning to do in the UAE, or while travelling through the UAE, is illegal. Get legal advice if necessary.

Taking photos in secure areas

It is illegal to take photos of some government buildings and military installations. Hobbies like bird watching and plane spotting may be misunderstood, particularly near military sites, government buildings and airports. Do not photograph people without their permission. Men have been arrested for photographing women on beaches.

FDFA (Switzerland) — laws and customs, in French

Specific legal provisions

Entry requirements — rules for a British passport

This information is for people travelling on a full ‘British citizen’ passport from the UK. It is based on the UK government’s understanding of the United Arab Emirates’ ( UAE ) rules for the most common types of travel.

The authorities in the UAE set and enforce entry rules. If you’re not sure how these requirements apply to you contact the UAE Embassy in the UK .

Passport validity requirements

To enter the UAE , your passport must have an ‘expiry date’ at least 6 months after the date you arrive.

If you have a residence permit, your passport’s expiry date must be at least 3 months after the date you arrive in the UAE .

If you’re travelling through the UAE and not passing through immigration, your passport must have an expiry date at least 3 months after the date you will transit.

Check with your travel provider that your passport and other travel documents meet requirements. Renew your passport if you need to.

You will be denied entry if you do not have a valid travel document or try to use a passport that has been reported lost or stolen.

Dual nationals

When returning to the UK, British citizens must carry a valid British passport or certificate of entitlement . See Dual citizenship .

Visa requirements

You can get a visitor or tourist visa issued free of charge when you arrive in the UAE . You do not need to apply in advance of travel. Your passport will be stamped with the visa as you go through immigration. It will be valid for up to 90 days over a 180-day period, which will begin from the date of first entry into the UAE . The stay can either be continuous or divided across multiple visits, provided the total duration does not exceed 90 days within the 180-day timeframe.

You could face fines for exceeding your authorised stay which may accumulate for each day of overstay. If you want to extend your stay, contact:

If you entered Dubai on a visit visa and want to work, you must get a probationary work permit valid for up to 3 months from the Ministry of Labour. If you are caught working on a visit visa, you could get a fine or a prison sentence, and you risk deportation.

You risk arrest if you have lived or worked in the UAE and return when:

  • your previous visa is not in order - for example if you did not cancel your work visa
  • you have outstanding debts
  • you have an unresolved legal issue

If you have any doubt about your status, get advice before returning from a local lawyer .

If you have questions about your visa’s validity or expiration date, or about how to work or stay in the UAE , contact UAE Immigration directly:

  • for the rest of the UAE : Federal Authority for Identity and Citizenship

FDFA (Switzerland) — transport and specific advice, in French

Transport and infrastructure

What are the entry requirements for United Arab Emirates with my passport?

The rules depend on the passport, not on the destination alone.

  • French passport (France Diplomatie): French nationals intending to reside in the UAE arrive without a visa and have 30 days to obtain a residence visa through their employer. UAE authorities retain full discretion to refuse entry to foreign nationals without formal justification or right of appeal. French nationals have been turned back at borders without compensation for travel or accommodation costs. Imported newspapers, audio and video materials are subject to censorship. Consult the French Consulate General in Dubai website for the complete list of prohibited import items.
  • British passport (Foreign Office): British citizens entering the UAE must have a passport valid for at least six months beyond arrival, or three months if holding a residence permit or transiting without immigration. Visitor visas are issued free upon arrival and permit stays of up to ninety days within any one hundred eighty-day period; overstays incur daily fines. Working on a visit visa is prohibited; violations result in fines, imprisonment, and deportation risk.
  • American passport: the requirements are on the State Department country page (travel.state.gov).
  • Swiss passport: the FDFA refers you to the destination's embassy in Switzerland.
  • Pick your passport at the top of Before you go › Entry: the official text that concerns you comes first, with its “In brief” summary.

What Maximum knows

The 207 country pages — hospitals, pharmacies, police, embassies, emergency numbers, official advice from four governments, health, safety in figures, events in progress — read around the city you name. Your policy — benefits, the six steps, claims, articles. The site — prices, certificate, subscription. Nothing else: what it does not know, it says so and hands you to an adviser.

Travelling to Dubaï, Abou Dhabi: what changes

The published advisory level is national, but risk is not: business hubs (Dubaï, Abou Dhabi) do not share the profile of border areas. The medical network shown on this page is computed around Abu Dhabi — real hospitals, evacuation airport and live alerts. Before a specific trip, always cross-check your country of residence's advisory: that is what your policy cites.

Same advisory level: Guatemala · Guinea-Bissau · Guyana · Honduras · Israel · Jordan

Cross-check with official sources
U.S. State Department → UK FCDO → France Diplomatie → DFAE (Suisse) →

The displayed level comes from the State Department, checked every morning. Before departure, always cross-check your country of residence's advisory: that is what your policy cites.

The level shown is the official U.S. Department of State level, checked daily. Maximum Insurance is an insurance distributor — general information, not personal advice.
