How we read these four advisories

Every country has its own scale, so we ask them all the same question: is the whole country advised against?

An advisory covering only areas of the country does not raise the answer: it stays “No”, and the area is shown in the relevant column.

The level shown on this page — and across this site — is the one published by the U.S. State Department, from 1 (normal precautions) to 4 (do not travel). France and the United Kingdom publish their own advisories, with their own rules: they add to that level, they do not replace it.

Recommended vaccines and medicines10

Routine vaccinesCDC ↗

Make sure you are up-to-date on all routine vaccines before every trip. Some of these vaccines include Chickenpox (Varicella) Diphtheria-Tetanus-Pertussis (DTaP, Tdap, or Td) Flu (influenza) Measles-Mumps-Rubella (MMR) Polio Shingles

COVID-19CDC ↗

All eligible travelers should be up to date with their COVID-19 vaccines. Please see  Your COVID-19 Vaccination  for more information.

Hepatitis ACDC ↗

Recommended for unvaccinated travelers one year old or older going to Belarus. Infants 6 to 11 months old should also be vaccinated against Hepatitis A. The dose does not count toward the routine 2-dose series. Travelers allergic to a vaccine component should receive a single dose of immune globulin, which provides effective protection for up to 2 months depending on dosage given.

Hepatitis BCDC ↗

Recommended for unvaccinated travelers younger than 60 years old traveling to Belarus. Unvaccinated travelers 60 years and older may get vaccinated before traveling to Belarus.

MeaslesCDC ↗

Cases of measles are on the rise worldwide. Travelers are at risk of measles if they have not been fully vaccinated at least two weeks prior to departure, or have not had measles in the past, and travel internationally to areas where measles is spreading.

MonkeypoxCDC ↗

Monkeypox vaccination is recommended for any adult who anticipates any of the following activities during travel: Sexual or intimate contact with a new partner Sexual or intimate contact at a commercial sex venue, like a sex club or bathhouse Sexual or intimate contact in exchange for money, goods, drugs, or other trade Sexual or intimate contact in association with a large public event, such as a rave, party, or…

RabiesCDC ↗

Dogs infected with rabies are sometimes found in Belarus. Rabies is also present in some terrestrial wildlife species. If rabies exposures occur while in Belarus, rabies vaccines are typically available throughout most of the country.

Tick-borne EncephalitisCDC ↗

For travelers moving or traveling to TBE-endemic areas TBE vaccine is recommended for persons who will have extensive exposure to ticks based on their planned outdoor activities and itinerary. TBE vaccine may be considered for persons who might engage in outdoor activities in areas ticks are likely to be found.

TyphoidCDC ↗

Most travelers to Belarus are likely at low risk of getting typhoid fever. Consider getting a typhoid vaccine if you plan to travel to areas with poor sanitation and unsafe water, including rural areas. Typhoid vaccine is not 100% effective. Practicing safe food and water habits , including washing hands at key times , also can help prevent typhoid fever .

Yellow FeverCDC ↗

CDC recommendations: Vaccine is not recommended. Country entry requirements: Vaccine is not required.

  • Hépatite A : en fonction des conditions et de la durée de séjour ;
  • Fièvre typhoïde : en fonction des conditions et de la durée de séjour ;
  • Rage : notamment enfants en bas âge, séjour en milieu rural ou éloigné des villes principales ;
  • Encéphalite à tiques : en fonction des conditions de séjour ;

  • Se laver les mains régulièrement avec de l’eau et du savon ou des solutions de lavage hydroalcooliques, surtout avant et après les repas et le passage aux toilettes ;
  • Veiller à la qualité des aliments et surtout à leur bonne cuisson ;
  • Éviter la consommation de produits alimentaires (poisson, viande, volaille, lait) crus ou peu cuits ;
  • Peler les fruits et légumes ou les laver soigneusement (à l’eau saine) ;
  • Éviter les crudités, coquillages, plats réchauffés et buffets froids ;

Health — Foreign Office

Before you travel check that:

  • your destination can provide the healthcare you may need
  • you have appropriate travel insurance for local treatment or unexpected medical evacuation

This is particularly important if you have a health condition or are pregnant.

Emergency medical number

Dial 103 and ask for an ambulance.

Contact your insurance or medical assistance company quickly if you’re referred to a medical facility for treatment.

Most people in Belarus only speak Russian or Belarusian, so emergency services staff may not speak English. You may need to find someone who speaks English to interpret for you.

Vaccine recommendations and health risks

At least 8 weeks before your trip:

  • check the latest vaccine recommendations for Belarus
  • see where to get vaccines and whether you have to pay on the NHS travel vaccinations page

See what health risks you’ll face in Belarus , including biting insects and ticks.

Do not drink village well water. It is usually heavily contaminated with impurities. In cities, boil then filter tap water before drinking. Bottled water is widely available.

Medication

The availability of local medical supplies cannot be guaranteed – bring all essential medication with you.

The legal status and regulation of some medicines prescribed or bought in the UK can be different in other countries.

Updated 28.12.2025

Do not travel to Belarus for any reason due to unrest and other risks .

The U.S. government has extremely limited ability to help detained U.S. citizens. You may not receive consular access. You could also face arbitrary detention with no contact with the outside world.

Ordered departure

On February 28, 2022, the U.S. Department of State ordered the departure of U.S. government employees. It also suspended operations at U.S. Embassy Minsk.

There are no consular services, routine or emergency, until further notice. The U.S. government has severely limited ability to assist U.S. citizens in Belarus. U.S. citizens in Belarus who require consular services should leave the country immediately. Please contact a U.S. embassy or consulate in another country.

Dual citizenship

Belarus does not recognize dual nationality. Belarus will not recognize your U.S. citizenship if you are a dual U.S.-Belarusian citizen or have a claim to Belarusian citizenship.

  • Belarus repeatedly has blocked U.S. consular officers from visiting detained dual U.S.-Belarusian citizens.
  • The Belarusian government has prevented dual U.S.-Belarusian citizens from departing the country. In some cases, it has forced dual citizens into mandatory military service.

Demonstrations

In Belarus, freedom of expression, association, and peaceful assembly are not protected rights.

  • U.S. citizens should avoid demonstrations.
  • Belarusian authorities have used excessive force to disperse demonstrators, including people peacefully demonstrating. Bystanders, including foreign nationals, face the possibility of arbitrary arrest or detention.
  • U.S. citizens near demonstrations have been arrested. Some have been victims of harassment or mistreatment by Belarusian officials.
  • Belarusian officials unevenly enforce laws and regulations. Belarusian authorities have targeted people linked to independent and foreign media.
  • Belarusian authorities have detained tens of thousands of people, including many imprisoned for political activities that may not be considered crimes in the United States. This includes U.S. citizens tied to opposition parties or political protests, even if they happened outside Belarus.

Detention conditions

Belarusian detention facilities are extremely poor. There are credible reports that authorities mistreat and abuse prisoners while in custody.

Warnings — Foreign Office

Your travel insurance could be invalidated if you travel against advice from the Foreign, Commonwealth & Development Office (FCDO).

## FCDO advises against all travel to Belarus

FCDO advises against all travel to Belarus. You face a significant risk of arrest if you have at any time engaged in any activity now considered illegal by the Belarusian regime.

There is also a low risk that direct conflict linked to the war in Ukraine may spread to Belarus. Find out more about why FCDO advises against all travel .

Limited UK government support

In the unlikely event that conflict starts, FCDO ’s ability to support British nationals will be severely limited.

Dual nationals

Belarus does not recognise dual nationality. If you have both Belarusian and British passports, the authorities will consider you Belarusian, even if you enter the country on your British passport. Dual British-Belarusian nationality will not reduce your risk of arrest, questioning, or detention if you have engaged in any political activity related to Belarus. This limits the UK government’s ability to help you. See Safety and security .

Travel insurance

If you choose to travel against FCDO advice, research your destinations and get appropriate travel insurance . Insurance should cover your itinerary, planned activities and potential expenses in an emergency.

Terrorism

There is a high threat of terrorist attack globally affecting UK interests and British nationals, including from groups and individuals who view the UK and British nationals as targets. Stay aware of your surroundings at all times.

UK Counter Terrorism Policing has information and advice on staying safe and what to do in the event of a terrorist attack. Find out how to reduce your risk from terrorism while abroad .

Terrorism in Belarus

Although there’s no recent history of terrorism in Belarus, attacks cannot be ruled out.

Attacks could happen anywhere and could affect western interests and places visited by foreign nationals.

Political situation

Demonstrations and protests are possible and could become confrontational, with security forces likely to use force to disperse and detain demonstrators. The authorities launched a violent crackdown against demonstrators across Belarus after the 2020 presidential elections.

Belarus is still a repressive environment. You should:

  • stay vigilant
  • avoid crowds
  • if protests break out, leave the area immediately

There is often a heightened security presence, including on the streets of Minsk and other major cities. Security forces (some may be in plain clothes) might carry out a stop and search or ask for identification documents, and require you to unlock your phone. Make sure you carry your passport or a printed copy of the photo page of your passport, and visa if you have one.

Risk of arrest and detention

You face a significant risk of arrest, questioning or detention if you have engaged in any political activity related to Belarus. This can include having donated to organisations or supported activity now considered illegal by the Belarusian regime. Laws can be applied retroactively by the authorities.

If the authorities suspect you of engaging in and supporting activities against Belarusian law (including political activities), even if activities took place outside Belarus, you may be subject to:

  • deportation
  • detention
  • investigation
  • prosecution

The risk of arrest and detention is greater for those, including for dual nationals, who have previously been involved in activities inside or outside of Belarus, or on social media, which the authorities have since classed as illegal.

Mobile phones and other personal items may be seized and inspected by the authorities, including at the border upon entering Belarus.

Belarus has designated BBC News Russian content as “extremist material” under BBC.com. Distributing, reposting or storing material from BBC.com is now an offence under Belarusian law.

Dual nationals

Belarus does not recognise dual nationality. Even if you have both Belarusian and British passports, the authorities will consider you Belarusian. Dual British-Belarusian nationality will not reduce your risk of arrest, questioning, or detention if you have engaged in any political activity related to Belarus. In the event of arrest or detention, Belarusian authorities are unlikely to allow  FCDO  consular access. This limits the UK government’s ability to help you.

Military service

In Belarus, military service is compulsory for all males between the ages of 18 and 27. Dual UK-Belarus nationals in that age group may be liable for military service and should check before travelling to Belarus.

Russian military activity

The Belarusian regime is facilitating Russia’s war against Ukraine. Russian military activity is taking place inside Belarus. The situation is unpredictable and there is a low risk that direct conflict linked to…

Advisory summary

International Child Abduction

The Hague Convention on the Civil Aspects of International Child Abduction is an international treaty. It can help parents with the return of children who have been removed to or retained in certain countries in violation of custody rights. The convention applies between Canada and Belarus. If your child was wrongfully taken to, or is being held in Belarus, and if the applicable conditions are met, you may apply for the return of your child to the Belarusian court. If you are in this situation:

  • act as quickly as you can
  • contact the Central Authority for your province or territory of residence for information on starting an application under The Hague Convention
  • consult a lawyer in Canada and in Belarus to explore all the legal options for the return of your child
  • report the situation to the nearest Canadian government office abroad or to the Vulnerable Children's Consular Unit at Global Affairs Canada by calling the Emergency Watch and Response Centre

If your child was removed from a country other than Canada, consult a lawyer to determine if The Hague Convention applies. Be aware that Canadian consular officials cannot interfere in private legal matters or in another country's judicial affairs.

Mandatory military service

Male Belarusian citizens between the ages of 18 and 27 may be subject to mandatory military service. Local authorities may arrest you, force you into military service or prevent you from leaving the country if you’re a dual Canadian-Belarusian citizen and you try to avoid military service. On the call-up of reserve officers for military service – President of the Republic of Belarus

Identification

Always carry originals of your passport, visa and migration card. You may be asked at any time to prove your identity and date of entry into the country. You could be arrested and detained if you fail to show internationally recognized identification.

Photography

Photography of military installations, public buildings and monuments may result in a penalty. Seek permission from local authorities before taking photographs.

Death Penalty

Belarusian authorities apply, sometimes arbitrarily, the death penalty for certain crimes, including for attempts to carry out acts of terrorism.

Driving

You must carry an international driving permit. There is a zero-tolerance policy for drinking and driving. Traffic safety in Belarus is controlled by uniformed police officers known as DAI in Belarusian and GAI in Russian. If a traffic police officer waves a striped wand or points a red retro-reflector at you, you must pull over and stop, and be ready to present driving and insurance documents. You must keep your headlights on at all times between November 1 and March 31.

Highway fees

There is a digital road toll system, BelToll, to collect tolls on highways. You must pay an additional fee if you are driving a vehicle not registered in Belarus.

Driving near border areas

Additional security checkpoints are common on roads near border crossings. The Belarusian government may enforce a requirement for special permits to travel in “protected border zones.” Be alert for warning signs, road barriers or border-guard posts. Do not cross into such areas without permission. For more information, contact the embassy of Belarus.

Money

The currency is the Belarusian ruble (BYR). Credit cards are accepted by many hotels, restaurants and stores, especially in Minsk. ATMs are available in major cities to withdraw rubles. You must pay for goods and services in Belarusian rubles. The use of foreign currency in cash transactions is prohibited. You could face arrest if you attempt to buy an item with currency other than Belarusian rubles. Exchange foreign currency at government-licensed booths only. You must present a valid passport to purchase foreign currency.

Illegal drugs

There are severe penalties for drug-related crimes in Belarus. Possession of illegal drugs, including small amounts of Class C substances such as cannabis, can result in prison sentences of up to 5 years. More serious offences, such as smuggling or trafficking, carry penalties of up to 25 years in prison and heavy fines. These laws apply even if you are only transiting through the airport. Airports in Belarus have excellent technology and security for detecting illegal items. This is also used to scan the baggage of transiting passengers. You should expect strict enforcement and serious consequences if found in possession of illegal substances.

LGBT+ travellers

Same-sex sexual activity is legal in Belarus. However, Belarus is still a conservative society and the LGBT+ scene is very low profile. Very few LGBT+ people are open about their sexuality. Read more advice for LGBT travellers.

Surrogacy

FCDO advises against commissioning surrogacy arrangements in Belarus. If you are a British national with existing surrogacy arrangements in Belarus, contact FCDO on 01908 516 666 if you have not already done so. If you already have surrogacy arrangements in place:

  • You may wish to ask your surrogacy agency about the safest location where all parties to the surrogacy arrangement can stay. FCDO cannot facilitate evacuation.
  • In many cases, Belarusian law requires that the surrogate is married. This could affect British nationality for a child born under such a surrogacy arrangement. You should seek specialist UK legal advice about nationality determinations, Parental Orders and what you need for travel documents.
  • Seek in-country legal advice. This is important for issues like legalising UK documents, notarising Belarusian documents, document processing and the maximum period of stay the authorities will allow. Due to the security challenges, FCDO cannot confirm which lawyers are currently offering services. The surrogacy process in Belarus can be lengthy and complicated.

If you are considering changing your surrogacy arrangements, or making a new arrangement in another country, read the guidance for intended parents planning for international surrogacy.

  • Un passeport valable au minimum trois mois après la date de retour de Biélorussie ;
  • Une attestation d’assurance médicale et rapatriement nominative (avec un montant de couverture s’élevant au moins à 10 000 euros) ; à défaut, une assurance locale peut être contractée à l’aéroport de Minsk ou au point de passage terrestre ;

  • passeport biélorusse de l’enfant ;
  • copie de l’acte de naissance de l’enfant : si l’enfant est né en France, le document doit être apostillé (auprès de la cour d’appel du lieu de résidence de l’enfant) puis traduit auprès d’un traducteur notarié (cette formalité ne peut s’effectuer que sur le territoire biélorusse ou auprès de l’ambassade de Biélorussie en France) ;

  • passeport biélorusse de l’enfant ;

Entry requirements — rules for a British passport

This information is for people travelling on a full ‘British citizen’ passport from the UK who choose to travel against FCDO advice. It is based on the UK government’s understanding of the current rules for the most common types of travel.

The authorities in Belarus set and enforce entry rules. If you’re not sure how Belarus’s entry requirements apply to you, contact the Embassy of Belarus in the UK .

Passport validity requirements

To visit Belarus, your passport must be valid for at least 3 months from the date you arrive.

Check with your travel provider to make sure your passport and other travel documents meet their requirements. Renew your passport if you need to.

Dual nationals

When returning to the UK, British citizens must carry a valid British passport or certificate of entitlement . See Dual Citizenship .

Children of Belarusian passport holders

Children aged 15 and under who do not have a Belarusian passport but have a parent who does, must have a travel certificate issued by a Belarusian embassy or consulate to enter Belarus. Parents of children entering on this document should contact the State Border Committee, Ministry of Interior and Ministry of Foreign Affairs to make sure their children also have the relevant documentation to exit Belarus.

Visa requirements

The Belarusian authorities have announced that until 31 December 2026 all British nationals (except those entering on a diplomatic or official passport) can enter Belarus for up to 30 days without a visa, limited to a total of 90 days per calendar year.

If you want to stay longer than 30 days during a visit, or for a total period exceeding 90 days per calendar year, you must have a visa. You can find more information from the Embassy of Belarus in the UK .

If you’re travelling directly from or to Russia, the visa-free arrangement does not apply and you must have a visa. As of 11 January 2025, foreign citizens with a Belarusian or Russian visa may enter, leave, stay or transit through either Belarus or Russia during the period of validity of the visa. This is limited to certain international border crossing points. For more information, please see the website of the Belarusian Ministry of Foreign Affairs

Visas for travelling through Belarus

You do not need a visa to transit Belarus by air, but the maximum period you can remain airside (in the airport without going through border control) is 24 hours.

Travelling by air between Belarus and Russia

FCDO is not aware of any difficulties for British nationals travelling by air between Belarus and Russia. However, make sure you get an exit stamp in your passport when you leave Belarus. If you have no stamp, you will not be allowed back in on your next visit.

What is the official risk level in Belarus today?

Level 4/4 — Do Not Travel, U.S. Department of State, retrieved on 16 October 2026.

  • Is the whole country advised against? United States: yes · France: yes · United Kingdom: yes · Switzerland: yes (reading of 27 September 2026).
  • Switzerland’s FDFA advises against all travel to the country (published 25.08.2026).
  • The FDFA advises against the trip: art. 18.1 (Module A) opens cancellation, change and curtailment costs.
  • At this level most bank cards and standard policies exclude the trip: read My cover before booking, and only leave with cover that says so in writing.
  • We check these sources every morning and e-mail you the day one changes (Alerts button).

Is the whole of Belarus advised against, or only some areas?

An area advised against does not rule out the country.

  • Official answers: United States: yes · France: yes · United Kingdom: yes · Switzerland: yes.
  • Keep your country of residence's advisory on booking day and on departure day: that is what your policy's clauses cite.

What are the entry requirements for Belarus with my passport?

The rules depend on the passport, not on the destination alone.

  • French passport (France Diplomatie): French nationals may enter Belarus visa-free until 31 December 2026 for stays up to 30 days, but must present a passport valid for at least three months after departure. All travellers must carry medical and repatriation insurance with minimum coverage of 10,000 euros, or purchase local insurance at Minsk airport or land border. Travellers must have funds equivalent to 2 Belarusian basic units per day; since 1 January 2026, one unit equals 45 Belarusian roubles.
  • British passport (Foreign Office): Your passport must be valid for at least three months from your arrival date in Belarus. British nationals can enter Belarus visa-free for up to thirty days, limited to ninety days per calendar year, until 31 December 2026. If staying longer than thirty days or exceeding ninety days per calendar year, you must obtain a visa from the Embassy of Belarus in the UK.
  • American passport: the requirements are on the State Department country page (travel.state.gov).
  • Swiss passport: the FDFA refers you to the destination's embassy in Switzerland.
  • Pick your passport at the top of Before you go › Entry: the official text that concerns you comes first, with its “In brief” summary.

Do I need an insurance certificate for a Belarus visa?

For a Schengen visa, yes: at least €30,000 of travel medical insurance (Regulation (EC) No 810/2009, art. 15).

  • Many other countries ask for it on entry or for a visa, case by case: check Before you go › Entry, with your passport.
  • Subscribe: the named certificate arrives by e-mail on payment, with your name, dates and limits (EUR 1.5M medical expenses, unlimited evacuation and repatriation) — the ones consulates check.
  • Attach it to the visa file; if in doubt about the format, write to us.

Is an Amex, Visa or Mastercard enough in Belarus?

At today's level 4/4, card by card:

  • Amex Platinum — Your Amex Platinum expressly excludes this trip: the T&Cs rule out travel to countries your government has advised against visiting.
  • Visa — Your Visa may not cover here: the notice excludes the consequences of war, notorious political instability and terrorism — precisely the risks of an advised-against area.
  • Mastercard — Your Mastercard World Elite expressly excludes this trip: areas 'formally advised against' by the French foreign ministry are ruled out, assessed at departure date.
  • Three lines to read in your notice: the duration (often 90 days per trip), the settlement (reimbursement afterwards or direct payment of the hospital) and the area exclusion at level 4/4.

Are a health plan or a travel policy enough in Belarus?

A health plan reimburses at home; here, the hospital asks for a payment guarantee before admission.

  • Health plan — A health plan treats you at home. Here the hospital asks for a guarantee before admission — not a later reimbursement.
  • Travel policy — The clause is a market standard: the reference policy excludes trips to areas 'formally advised against by government authorities' — at this level most classic policies no longer cover.
  • A travel policy often has a territorial clause at level 4/4 and a 90-day limit per trip.
  • Have your IPID number or the PDF of the terms and ask an expert to call you back: the answer is in the document, not in the brochure.
