How we read these four advisories

Every country has its own scale, so we ask them all the same question: is the whole country advised against?

An advisory covering only areas of the country does not raise the answer: it stays “No”, and the area is shown in the relevant column.

The level shown on this page — and across this site — is the one published by the U.S. State Department, from 1 (normal precautions) to 4 (do not travel). France and the United Kingdom publish their own advisories, with their own rules: they add to that level, they do not replace it.

  • Hépatite A : en fonction des conditions et de la durée de séjour ;
  • Fièvre typhoïde : en fonction des conditions et de la durée de séjour ;
  • Hépatite B : en cas de séjours fréquents ou prolongés ;

  • Se laver les mains régulièrement avec de l’eau et du savon ou des solutions de lavage hydroalcooliques, surtout avant et après les repas et le passage aux toilettes ;
  • Veiller à la qualité des aliments et surtout à leur bonne cuisson ;
  • Éviter la consommation de produits alimentaires (poisson, viande, volaille, lait) crus ou peu cuits ;
  • Peler les fruits et légumes ou les laver soigneusement (à l’eau saine) ;
  • Éviter les crudités, coquillages, plats réchauffés et buffets froids ;

Health — Foreign Office

Before you travel check that:

  • your destination can provide the healthcare you may need
  • you have appropriate travel insurance for local treatment or unexpected medical evacuation

This is particularly important if you have a health condition or are pregnant.

Emergency medical number

Dial 112 for an ambulance.

Contact your insurance or medical assistance company quickly if you’re referred to a medical facility for treatment.

Vaccine recommendations and health risks

At least 8 weeks before your trip:

  • check the latest vaccine recommendations for Montenegro
  • see where to get vaccines and whether you have to pay on the NHS travel vaccinations page

See what health risks you’ll face in Montenegro , including:

  • biting insects and ticks
  • tick-borne encephalitis

Altitude sickness is a risk in parts of Montenegro. Read more about altitude sickness on TravelHealthPro .

Medication

For details of customs rules relating to bringing medication into Montenegro, please see the Entry Requirements page.

Read best practice when travelling with medicines on TravelHealthPro .

Healthcare in Montenegro

FCDO has a list of medical providers in Montenegro where some staff will speak English.

Health insurance cards

Montenegro recognises the Global Health Insurance Card ( GHIC ).

The NHS’s getting healthcare abroad webpage has details about:

  • how to apply for a GHIC
  • how to get temporary cover if you lose your card or it does not arrive in time
  • what special conditions apply in Montenegro

A GHIC is not an alternative to travel insurance. You may have costs your GHIC does not cover.

There is also guidance on healthcare if you’re living in Montenegro .

Accessing emergency medical treatment

The UK has a reciprocal healthcare agreement with Montenegro, enabling British nationals to receive free emergency treatment in Montenegro. You must have a valid British passport and the GHIC to apply for a certificate of entitlement from the Montenegrin Health Insurance Fund , to access free or subsidised medical care at state run medical facilities. You must apply for a certificate in advance or as soon as possible after an urgent admission to hospital. Further details on applying for a Montenegrin Health Insurance Fund can be found in the Living in Montenegro guide.

If you do not have a certificate, you will have to pay for the treatment and paid bills cannot be reimbursed.

In brief
  • French nationals in Montenegro are responsible for their own security. Verify insurance coverage, ensure sufficient funds for hospitalization and evacuation, and register your stay on the Ariane service. France Diplomatie
  • Keep your identity document secure and carry a copy, material or electronic. The French Embassy in Montenegro can issue only an emergency travel document to return to France, not to continue traveling. France Diplomatie
  • Road safety is a major concern. Wear seatbelts, keep headlights on, do not turn right at red lights unless a green arrow appears, and equip vehicles with reflective vests, emergency kits, and snow tires between November 15 and March 15. France Diplomatie
  • Summer wildfires are frequent in dry areas; avoid unregistered camping during hot periods and heed red heat alerts. Do not enter riverbeds or nearby caves even when water levels are low due to flooding risks. France Diplomatie
  • Hikers must not trek alone in mountains; use local guides when leaving marked trails. Carry a satellite phone as mobile networks are unreliable in mountainous terrain. France Diplomatie
  • Exercise caution with cybersecurity: avoid public Wi-Fi networks, be wary of phishing, and be vigilant during online purchases. Minor theft has increased in Podgorica and coastal tourist areas. France Diplomatie

Avertissement

* confirmer à nouveau ses vols, ses trajets en train et ses arrangements de transport terrestre avant le départ, et une nouvelle fois juste avant le voyage ; prévoir des retards ou des annulations dans les aéroports régionaux et sur les réseaux ferroviaires des zones touchées ;

* prévoir plus de temps pour les déplacements en voiture et éviter les itinéraires affectés par des inondations, des glissements de terrain ou des conditions météorologiques extrêmes ; être prêt à modifier son itinéraire si les autorités ferment des routes ou des ponts situés dans des zones basses ;

* surveiller les alertes météorologiques officielles pour sa destination et les points de transit, en particulier lors d’un voyage vers des régions montagneuses, des zones à risque d'inondation ou des zones vallonnées.

Travel disruption

Airports can be very busy during the summer months, with delays possible at check-in, security screening and passport control. Arrive at the airport well in advance of your scheduled departure.

For road travel you should:

  • monitor local media and official announcements
  • plan your journey in advance
  • allow extra time for travel
  • follow the advice of local authorities

The European Union’s (EU) new Entry/Exit System (EES) is now being implemented across the Schengen area. The EES may take each passenger extra time, so it is important to be prepared to wait longer than usual at EU country borders and allow more time for immigration controls if travelling to and from the Schengen area.

Terrorism

There is a high threat of terrorist attack globally affecting UK interests and British nationals, including from groups and individuals who view the UK and British nationals as targets. Stay aware of your surroundings at all times.

UK Counter Terrorism Policing has information and advice on staying safe and what to do in the event of a terrorist attack. Find out how to reduce your risk from terrorism while abroad .

Terrorism in Montenegro

Although there’s no recent history of terrorism in Montenegro, attacks cannot be ruled out.

Stay aware of your surroundings, keep up to date with local media reports and follow the advice of local authorities.

Political demonstrations

Protests and demonstrations sometimes take place in Montenegro, often in front of government or religious buildings. They are mostly peaceful but can lead to traffic disruption, clashes with police and the potential for violent incidents.

Protecting yourself and your belongings

Take sensible precautions to protect yourself and your belongings from street crime. Do not leave bags unattended and be wary of pickpockets in tourist hot spots, beaches, airports and on public transport.

Use a hotel safe for your valuables and money if possible. Do not leave your luggage in a parked vehicle.

You can reduce the risk of bag-snatching and mugging by:

  • avoiding isolated areas at night, especially if walking alone
  • using licensed taxis ordered in advance or using a taxi app
Lost or stolen passports

If your passport is lost or stolen, you must renew your passport or apply for an emergency travel document. You cannot use a police report to leave Montenegro.

Violent crime

Incidents of violent crime between organised criminal groups can affect others close by. Be cautious, remain vigilant and aware of your surroundings. Stay away from confrontations and leave the area if you feel unsafe. In the event of any incidents, follow all advice given by the local authorities.

Bank card fraud

Fraudsters can steal your card details without you noticing. Use ATMs inside banks if possible, and check ATMs on the street for signs of tampering. Keep cards in sight when paying in shops and restaurants. Read more about how to avoid bank card fraud .

Personal ID

You must always carry a form of ID such as a photocard driving licence or passport. If you do not have it with you, the police can give you a fine. Keep a copy of your passport’s photo page in a safe place.

Illegal drugs

Illegal drugs, including cannabis, carry severe penalties. You should expect a long jail sentence and heavy fines for possessing, using or smuggling illegal drugs, including when transiting through the airport.

Airports in Montenegro have excellent technology and security for detecting illegal items. This is also used to scan the baggage of transiting passengers.

Using cameras in secure areas

Taking photographs of police or military installations, personnel or vehicles is illegal and could lead to arrest and prosecution by the authorities.

International Child Abduction

The Hague Convention on the Civil Aspects of International Child Abduction is an international treaty. It can help parents with the return of children who have been removed to or retained in certain countries in violation of custody rights. The convention applies between Canada and Montenegro. If your child was wrongfully taken to, or is being held in Montenegro, and if the applicable conditions are met, you may apply for the return of your child to the Montenegrin court. If you are in this situation:

  • act as quickly as you can
  • contact the Central Authority for your province or territory of residence for information on starting an application under The Hague Convention
  • consult a lawyer in Canada and in Montenegro to explore all the legal options for the return of your child
  • report the situation to the nearest Canadian government office abroad or to the Vulnerable Children's Consular Unit at Global Affairs Canada by calling the Emergency Watch and Response Centre

If your child was removed from a country other than Canada, consult a lawyer to determine if The Hague Convention applies. Be aware that Canadian consular officials cannot interfere in private legal matters or in another country's judicial affairs.

Driving

You must carry an international driving permit

Vehicle insurance and damage

Drivers of vehicles bearing foreign licence plates must also be in possession of vehicle insurance. If your vehicle is visibly damaged when entering Montenegro, you must obtain a certificate from the authorities at the frontier. You must show this certificate when leaving the country.

Mandatory safety features

All vehicles must have:

  • high-visibility vests (to be carried in the passenger compartment, not in the trunk) for the driver and any passenger who leaves the vehicle in case of breakdown
  • an European car incident report form
  • a spare bulb set
  • a first aid kit
  • a warning triangle
  • snow tires and snow chains between November 15 and March 31
Drinking and driving

Penalties for drinking and driving are severe. The legal blood alcohol limit is 0.03 percent. A person visibly under the influence of alcohol may not travel on the front passenger seat.

Priority to the right

The “priority to the right” system is in effect in Montenegro. Drivers must give way to vehicles approaching from the right at intersections, even on secondary roads. This is often a surprise to foreign drivers and results in accidents. Familiarize yourself with the “priority to the right” system. International Driving Permit

Money

The currency of Montenegro is the euro (EUR). If you are carrying €10,000 or more, or the equivalent in other currencies or monetary instruments, you must make a declaration to customs when you enter or leave the European Union. Visas

Entry requirements — rules for a British passport

This information is for people travelling on a full ‘British citizen’ passport from the UK. It is based on the UK government’s understanding of the current rules for the most common types of travel.

The authorities in Montenegro set and enforce entry rules. If you’re not sure how these requirements apply to you, contact the Montenegrin Embassy in the UK .

The authorities may close land border crossings at short notice.

Passport validity requirements

To enter Montenegro, your passport must:

- have been issued less than 10 years before the date you enter Montenegro – if you renewed your passport before 1 October 2018, it may have a date of issue that is more than 10 years ago

- have an ‘expiry date’ at least 3 months after the day you plan to leave

Check with your travel provider that your passport and other travel documents meet requirements. Renew your passport if you need to.

You will be denied entry if you do not have a valid travel document or try to use a passport that has been reported lost or stolen.

Dual nationals

When returning to the UK, British citizens must carry a valid British passport or certificate of entitlement . See Dual citizenship .

Visa requirements

You can visit Montenegro without a visa for up to 90 days in any 180-day period. This applies if you travel:

  • as a tourist
  • to visit family or friends
  • to attend business meetings, cultural or sports events
  • for short-term studies or training

If you are travelling to Montenegro without a visa, make sure your whole visit is within the 90-day limit. Visits to Montenegro within the previous 180 days before you travel count towards your 90 days.

Montenegro is not part of the Schengen area , so:

  • visits to Montenegro do not count towards your 90-day visa-free limit in the Schengen area
  • visits to other EU or Schengen countries do not count towards your 90-day visa-free limit in Montenegro

Make sure you get your passport stamped on entry and exit.

The dated entry stamp helps avoid any problems about the length of your stay in the country.

Staying longer than 90 days in a 180-day period

To stay longer than 90 days, you must meet the Montenegrin government’s entry requirements. Check which type of visa or work permit you may need with the Montenegrin Embassy in the UK in advance of your arrival to Montenegro.

Vaccine requirements

For details about medical entry requirements and recommended vaccinations, see TravelHealthPro’s Montenegro guide .

Registering with the authorities

All visitors to Montenegro must register with the local tourism office or police within 24 hours of arrival.

If you’re staying in a hotel or in some holiday lets, the staff or the owner is obliged to register you.

If staying in private accommodation, make sure you complete the registration yourself.

If you do not register you may be fined, detained or face a court appearance.

Entry by sea

If you are sailing to Montenegro, enter only at a designated port or harbour. If this is not possible, contact the local harbour master (in Montenegrin) or the police before entering.

Customs rules

There are strict rules about goods you can take into and out of…

For each risk, the official texts themselves: what is happening, then, where they say so, what to do.

CrimeMODERATE

What the texts say · Petty crime, such as pickpocketing and purse snatching, occurs, particularly during the tourist season from May to September. Incidents of violent crime between organised criminal groups can affect others close by.

What they advise:
  • Thieves are particularly active on public transportation and other crowded public areas.
  • Be cautious, remain vigilant and aware of your surroundings.
  • If you are arriving at Podgorica airport, be aware that not all taxi companies are authorised to pick up passengers directly from the airport.
Global Affairs Canada · Foreign Office
TransportMODERATE

What the texts say · While many taxi drivers are honest, some may take advantage of tourists by overcharging, as in many other tourist destinations. Traffic can be busy, fast and chaotic.

What they advise:
  • Only use officially licensed taxis, which have a taxi sign on the roof and a company name and number written on the side.
  • When using local taxis, always check the price per kilometre or agree on the full fare in advance, to avoid surprises.
  • Drivers do not always stop, even though they are required to.
Foreign Office
Nature and climateMODERATE

What the texts say · Montenegro lies in a seismically active zone and small tremors are recorded throughout the year. Flooding can be a problem when there is heavy rain and snow melts, causing rivers to flood in winter and spring.

What they advise:
  • Monitor media reports and follow the advice of the local authorities if flooding occurs in your area.
  • The US Federal Emergency Management Agency’s website tells you about what to do before, during and after an earthquake.
Foreign Office
Laws and customsTO KNOW

What the texts say · Penalties for possession, use or trafficking of illegal drugs are severe. There are restrictions on photographing military or police installations, vehicles, and personnel.

What they advise:
  • Carry valid identification or a photocopy of it at all times.
  • If your passport is lost or stolen, you must renew your passport or apply for an emergency travel document.
  • Do not photograph military installations or personnel even if no prohibition signs are visible.
Global Affairs Canada · Foreign Office
Cyber and dataMODERATE

What the texts say · Fraudsters can steal your card details without you noticing. Perpetrators may compromise public Wi-Fi networks to steal credit card or personal information.

What they advise:
  • Use ATMs inside banks if possible, and check ATMs on the street for signs of tampering.
  • Avoid using public Wi-Fi networks.
Foreign Office · Global Affairs Canada
Crowds and calendarMODERATE

What the texts say · Protests and demonstrations sometimes take place in Montenegro, often in front of government or religious buildings. Firing weapons to celebrate is common in Montenegro.

What they advise: Avoid areas where demonstrations and large gatherings are taking place.

What are the entry requirements for Montenegro with my passport?

The rules depend on the passport, not on the destination alone.

  • French passport (France Diplomatie): EU nationals need no visa for stays under 90 days; a valid national identity card suffices for stays under 30 days, but a passport is required beyond 30 days. For stays exceeding three months, a visa is required; the travel document's validity must exceed the visa's validity by at least three months. Apply as early as possible due to lengthy administrative procedures. National identity cards issued to adults between 1 January 2004 and 31 December 2013 remain valid for five years after their expiration date, but using a valid passport is strongly recommended to avoid travel complications.

  • American passport: the requirements are on the State Department country page (travel.state.gov).
  • Swiss passport: the FDFA refers you to the destination's embassy in Switzerland.
  • Pick your passport at the top of Before you go › Entry: the official text that concerns you comes first, with its “In brief” summary.

Do I need an insurance certificate for a Montenegro visa?

For a Schengen visa, yes: at least €30,000 of travel medical insurance (Regulation (EC) No 810/2009, art. 15).

  • Many other countries ask for it on entry or for a visa, case by case: check Before you go › Entry, with your passport.

Are a health plan or a travel policy enough in Montenegro?

A health plan reimburses at home; here, the hospital asks for a payment guarantee before admission.

  • Health plan — A health plan treats you at home. Here the hospital asks for a guarantee before admission — not a later reimbursement.
  • Travel policy — No area exclusion at this level — compare cap, deductible and covered duration.
  • A travel policy often has a territorial clause at level 4/4 and a 90-day limit per trip.
  • Have your IPID number or the PDF of the terms and ask an expert to call you back: the answer is in the document, not in the brochure.

How do I use the medical network on this page?

Around Podgorica: 33 hospitals and clinics, 12 with a 24/7 emergency room, 40 pharmacies, 31 doctors' practices (OpenStreetMap, hospital list read on 03.10.2026).

  • Type your city, hotel or beach: the map re-centres, 24/7 emergency rooms come first.
  • Each row gives the phone when the source publishes it, the nearest street, directions and the Google Maps listing.
  • The PDF briefing repeats the same places, numbered on a printable map.
  • No customer reviews: OpenStreetMap has none, and we invent none.

Can I be treated in Montenegro, or will I be evacuated?

2.8 physicians per 1,000 people (2023) versus 4.5 in Switzerland.

  • 3.8 hospital beds per 1,000 people versus 4.4 in Switzerland (World Bank).
  • With 2.8 physicians per 1,000 people (38% fewer than Switzerland), the nearest hospital does not always have the capacity for a serious case: evacuation to an adequate centre is the rule, not the exception — that is what unlimited evacuation and repatriation cover. Health spending of 1,148 USD per person (Switzerland: 11,784) goes with private hospitals that bill foreigners in hard currency and ask for a guarantee before admission: the direct payment guarantee is what avoids the deposit.
  • When the local facility is not enough, Maximum's medical team decides the evacuation to a suitable centre, and pays for it (art. 6.2.2).

Montenegro: safety, in figures?

0.8 homicides per 100,000 people (2023) versus 0.6 in Switzerland and 1.3 in France.

  • 7.6 road deaths per 100,000 people versus 2.2 in Switzerland (World Bank, WHO).
  • The homicide rate is in the same range as Switzerland or France. On the road, 3 times more deaths than in Switzerland: road crashes are the leading cause of death of healthy travellers (CDC) — seat belt, no night driving, a driver or a taxi from a rank.
