How we read these four advisories

Every country has its own scale, so we ask them all the same question: is the whole country advised against?

An advisory covering only areas of the country does not raise the answer: it stays “No”, and the area is shown in the relevant column.

The level shown on this page — and across this site — is the one published by the U.S. State Department, from 1 (normal precautions) to 4 (do not travel). France and the United Kingdom publish their own advisories, with their own rules: they add to that level, they do not replace it.

The official advice, in full

Source: France Diplomatie (health advice, in French).

In brief
  • French nationals should consult a doctor or international vaccination centre for health advice and vaccinations, including for diphtheria, tetanus, polio, and measles.
  • Carry necessary medications in their original packaging with an international common name prescription; avoid street-purchased drugs and check medication legality in the destination country.
  • British nationals should check that their destination provides necessary healthcare and that their travel insurance covers local treatment or medical evacuation.
  • British nationals needing state healthcare in Estonia must present a Global Health Insurance Card (GHIC) or European Health Insurance Card (EHIC).
  • Swiss nationals should carry sufficient personal medication and verify regulations for psychotropic substances or narcotics with the relevant foreign representation before travel.
  • Swiss nationals requiring medical treatment must present their European Health Insurance Card (CEAM) for basic medical care.

  • Hépatite A : en fonction des conditions et de la durée de séjour ;
  • Fièvre typhoïde : en fonction des conditions et de la durée de séjour ;
  • Hépatite B : en cas de séjours fréquents ou prolongés ;
  • Rage : notamment enfants en bas âge, séjour en milieu rural ou éloigné des villes principales ;

  • Se laver les mains régulièrement avec de l’eau et du savon ou des solutions de lavage hydroalcooliques, surtout avant et après les repas et le passage aux toilettes ;
  • Veiller à la qualité des aliments et surtout à leur bonne cuisson ;
  • Éviter la consommation de produits alimentaires (poisson, viande, volaille, lait) crus ou peu cuits ;
  • Peler les fruits et légumes ou les laver soigneusement (à l’eau saine) ;
  • Éviter les crudités, coquillages, plats réchauffés et buffets froids ;

Health — Foreign Office

Before you travel check that:

  • your destination can provide the healthcare you may need
  • you have appropriate travel insurance for local treatment or unexpected medical evacuation

This is particularly important if you have a health condition or are pregnant.

Emergency medical number

Dial 112 and ask for an ambulance.

Contact your insurance or medical assistance company quickly if you’re referred to a medical facility for treatment.

Vaccine recommendations and health risks

At least 8 weeks before your trip:

  • check the latest vaccine recommendations for Estonia
  • see where to get vaccines and whether you have to pay on the NHS travel vaccinations page

See what health risks you’ll face in Estonia , including biting insects and ticks.

Medication

The legal status and regulation of some medicines prescribed or bought in the UK can be different in other countries. If you need advice about what you can take into Estonia, contact the Estonian Medicine Agency .

Read best practice when travelling with medicines on TravelHealthPro .

Healthcare in Estonia

FCDO has a list of medical providers in Estonia where some staff will speak English.

Health insurance cards

To get medically necessary state healthcare in Estonia, you need a Global Health Insurance Card ( GHIC ) or a European Health Insurance Card ( EHIC ).

The NHS’s getting healthcare abroad webpage has details about:

  • how to apply for a GHIC
  • how to get temporary cover if you lose your card or it does not arrive in time
  • who qualifies for a new EHIC instead of a GHIC
  • what treatment counts as medically necessary

A GHIC or EHIC is not an alternative to travel insurance. You may have costs your GHIC or EHIC does not cover, including:

  • changes to travel and accommodation bookings
  • additional standard costs for treatment
  • medical repatriation to the UK
  • treatment that is ruled non-urgent
  • private healthcare
  • private clinics

  • se munir de photocopies des documents d’identité et des titres de voyage, ou bien les scanner et se les envoyer par courriel avant de partir ;
  • connaître le numéro d’urgence ou la procédure permettant de faire opposition à une carte bancaire volée ou perdue ;
  • répartir son argent et ses cartes de crédit en différents endroits ;
  • contracter une assurance voyage, assortie d’une garantie de rapatriement ;

In brief
  • While Estonia is generally safe, tensions remain high due to Russia's aggression against Ukraine, and the risk of terrorist attacks cannot be excluded.
  • Stay informed about the current situation through media and local contacts, and follow the directives of local authorities.
  • The border area with Russia is tense, and some border crossings may be temporarily closed.
  • Be vigilant against pickpocketing and car theft by not carrying valuables or large sums of money and by parking in supervised areas.
  • Exercise caution with narcotics, which can be administered in various ways, including in food, drinks, or cigarettes.
  • Drivers must use reflectors in poor visibility and at night, and travelers should monitor weather forecasts for potential flooding and landslides.

KRIIS: Travelling abroad from Estonia

Crime

Estonian Environment Agency

Terrorism

There is a high threat of terrorist attack globally affecting UK interests and British nationals, including from groups and individuals who view the UK and British nationals as targets. Stay aware of your surroundings at all times.

UK Counter Terrorism Policing has information and advice on staying safe and what to do in the event of a terrorist attack. Find out how to reduce your risk from terrorism while abroad .

Terrorism in Estonia

Although there’s no recent history of terrorism in Estonia, attacks cannot be ruled out.

Attacks could be indiscriminate including in places visited by foreign nationals. Stay aware of your surroundings, keep up to date with local media reports and follow the advice of local authorities.

Crime

Pickpockets can be a problem in bars and nightclubs in Tallinn’s Old Town.

Drink spiking, alcohol and sexual assault

Attacks or assault, including sexual assaults, are rare but do occur. The risk is highest late at night around popular nightlife locations. To reduce your personal risk:

  • save the location of your accommodation on your maps app, so it’s easier to find at the end of the night
  • set up a WhatsApp group to keep in touch with others in your group
  • keep an eye on each other’s drinks to make sure they do not get spiked
  • do not let a friend walk back to their hotel alone
  • do not give a drunk person more alcohol

Alcohol and drugs can reduce your vigilance, making you less in control. If you drink, know your limit. Drinks served in bars in Estonia are often stronger than those in the UK.

Report anything that does not feel right to local authorities or hotel or club management.

Taxi safety

Always use pre-arranged taxis or official taxis with ‘TAKSO’ signage. Do not accept lifts from unmarked vehicles or with strangers.

If you use an app, check that the car details match the car assigned to you. See ‘ transport risks ’ for more details.

Bank card skimming

Keep cards in sight when paying in shops and restaurants. Read more about how to avoid card skimming .

Illegal drugs

Illegal drugs, including cannabis, are strictly prohibited, even in very small quantities. Severe penalties apply for possessing, using, buying, or smuggling illegal drugs, including when transiting through airports. You should expect long jail sentences of up to 10 years and heavy fines.

Airports in Estonia have excellent technology and security for detecting illegal items. This is also used to scan the baggage of transiting passengers.

LGBT+ travellers

Same-sex sexual activity is legal in Estonia, and same-sex marriages have been recognised since 1 January 2024.

Road travel

If you are planning to drive in Estonia, see information on driving abroad and check the rules of the road in the RAC’s Estonia guide . The guide lists driving regulations and other legal requirements you need to be aware of.

You can drive in Estonia with a UK driving licence. You must have the original V5C vehicle registration document with you. Check for more details on the Estonian state portal .

Check if you need a UK sticker to drive your car outside the UK .

If you are visiting Estonia, you may be able to use your Blue Badge in some circumstances. Check local parking rules.

Hire car companies often have stricter requirements for their customers, such as a year of driving experience or a higher minimum age.

Identification

You must always carry photo identification, such as a passport, as local authorities can ask you to prove your identity. Keep a photocopy of your passport in a safe place in case it’s lost or seized.

International Child Abduction

The Hague Convention on the Civil Aspects of International Child Abduction is an international treaty. It can help parents with the return of children who have been removed to or retained in certain countries in violation of custody rights. The convention applies between Canada and Estonia. If your child was wrongfully taken to, or is being held in Estonia, and if the applicable conditions are met, you may apply for the return of your child to the Estonian court. If you are in this situation:

  • act as quickly as you can
  • contact the Central Authority for your province or territory of residence for information on starting an application under The Hague Convention
  • consult a lawyer in Canada and in Estonia to explore all the legal options for the return of your child
  • report the situation to the nearest Canadian government office abroad or to the Vulnerable Children's Consular Unit at Global Affairs Canada by calling the Emergency Watch and Response Centre

If your child was removed from a country other than Canada, consult a lawyer to determine if The Hague Convention applies. Be aware that Canadian consular officials cannot interfere in private legal matters or in another country's judicial affairs.

Reflective items

Pedestrians must wear small reflectors from dusk until dawn. You can buy reflectors at most stores. They are usually pinned to coats or bags. Reflective vests, clothing, and accessories are also permitted. Reflectors or reflective items must be visible to drivers. You could be fined for failure to wear a reflector, particularly if an accident occurs.

Drones

Estonian and European laws regulate recreational and commercial drone operation. You must register as a drone operator and apply for authorisation with the Estonian authorities. Depending on the size of your drone and the intended use, you may also need to take a proof of competency exam. Certain areas are restricted or off limits for personal drones. These include:

  • military sites
  • certain nature conservation areas
  • areas within 5 km of airports

If you don’t comply with these laws, your drone could be confiscated and you could face heavy fines, arrest and detention. You could also be deported and banned from the entire Schengen area.

Driving

You can drive in Estonia with your valid Canadian driver’s licence for up to 12 months. Penalties for drinking and driving are severe. Estonia has a zero-tolerance policy for drinking and driving. If a police officer suspects you of drinking and driving, they could confiscate your driver’s license on the spot. If you’re convicted, you can expect heavy fines and possible jail time. If you are involved in an accident, you must contact the police to file an official report. Police sometimes set up checkpoints on major roads. Foreign-registered vehicles are subject to strict regulations. When driving, you should always carry your original registration documents. Road rules and safety – European Commission

Money

The currency of Estonia is the euro (EUR). If you are carrying €10,000 or more, or the equivalent in other currencies or monetary instruments, you must make a declaration to customs when you enter or leave the European Union. This does not apply if you are travelling within the European Union or in transit to a non-EU country. EU Cash Controls – European Commission

Long séjour

Entry requirements — rules for a British passport

This information is for people travelling on a full ‘British citizen’ passport from the UK. It is based on the UK government’s understanding of the current rules for the most common types of travel.

The authorities in Estonia set and enforce entry rules. If you’re not sure how these requirements apply to you, contact the Estonian Embassy in London .

Passport validity requirements

Estonia follows Schengen area rules . Your passport must:

  • have a ‘date of issue’ less than 10 years before the date you arrive – if you renewed your passport before 1 October 2018, it might have a date of issue that is more than 10 years ago, making it invalid for entry to the Schengen area
  • have an ‘expiry date’ at least 3 months after the day you plan to leave the Schengen area (the expiry date does not need to be within 10 years of the date of issue)

Check with your travel provider that your passport and other travel documents meet requirements. Renew your passport if you need to.

You will be denied entry if you do not have a valid travel document or try to use a passport that has been reported lost or stolen.

Dual nationals

When returning to the UK, British citizens must carry a valid British passport or certificate of entitlement . See Dual citizenship .

Visa requirements

You can travel without a visa to the Schengen area , which includes Estonia, for up to 90 days in any 180-day period without a visa. This applies if you travel:

  • as a tourist
  • to visit family or friends
  • to attend business meetings, cultural or sports events
  • for short-term studies or training

The requirements for working in Estonia are different.

If you’re travelling to other Schengen countries as well, make sure your whole visit is within the 90-day visa-free limit. Visits to Schengen countries within the previous 180 days before you travel count towards your 90 days. If you overstay the 90-day visa-free limit, you may be banned from entering Schengen countries for up to 3 years.

At Estonian border control, you may also need to:

  • show a return or onward ticket
  • prove that you have enough money for your stay – the amount varies depending on your accommodation
Staying longer than 90 days in a 180-day period

To stay longer than 90 days, check the Estonian government’s entry requirements .

If you’re in Estonia with a residence permit or long-stay visa, this does not count towards your 90-day visa-free limit.

Read about entry processes if you live in Estonia .

New Schengen entry requirements

The European Union’s (EU) new Entry/Exit System (EES) is now being implemented across the Schengen area.

This means that when you travel into the Schengen area for short stays, you may need to register your biometric details, such as fingerprints and a photo. There is no cost for EES registration.

On your first visit into a Schengen country, you may be asked to register your details at a special booth before proceeding to the immigration desk. Follow directions from your travel operator or the staff at your port of entry. You may also need to provide either your fingerprint or photo when you leave the Schengen area. Children aged 11 or younger will not have…

What are the entry requirements for Estonia with my passport?

The rules depend on the passport, not on the destination alone.

  • French passport (France Diplomatie): French nationals can enter Estonia for up to three months with a valid national identity card or passport. French identity cards issued between 2004 and 2013 are valid for five years beyond their expiry date. For stays longer than 90 days, French citizens must register their residence and obtain a resident card.

What should I do if hospitalised in Estonia?

Six steps, in this order.

  • 1. Call +41 22 ••• •• •• before paying anything, or have the front desk call: it is the condition for full cover (otherwise: reduced or refused benefits).
  • 2. Ask for a hospital in the Maximum network (art. 6.9) — the nearest: Wismari Haigla · 1.5 km · 24/7 emergency room.
  • 3. See a doctor the same day and leave with the certificate: without an on-the-spot finding, nothing is covered (art. 33).
  • 4. Admitted for more than 24 h? The front desk calls Maximum: direct payment guarantee, no deposit (art. 2.12).
  • 5. Book no ambulance or flight yourself (art. 6.2.2).
  • 6. Once home, file within 30 days (art. 35.7).

Is an Amex, Visa or Mastercard enough in Estonia?

At today's level 1/4, card by card:

  • Amex Platinum — No area exclusion at this level — but three written limits: deductible and prior approval, 90-day cap, advance under conditions.
  • Visa — No express area exclusion — but a €156,000 cap, 90 days, and the war/instability exclusion in the background.
  • Mastercard — No exclusion in play at this level — but a €155,000 cap and 90 covered days.
  • Three lines to read in your notice: the duration (often 90 days per trip), the settlement (reimbursement afterwards or direct payment of the hospital) and the area exclusion at level 4/4.

Are a health plan or a travel policy enough in Estonia?

A health plan reimburses at home; here, the hospital asks for a payment guarantee before admission.

  • Health plan — A health plan treats you at home. Here the hospital asks for a guarantee before admission — not a later reimbursement.
  • Travel policy — No area exclusion at this level — compare cap, deductible and covered duration.
  • A travel policy often has a territorial clause at level 4/4 and a 90-day limit per trip.
  • Have your IPID number or the PDF of the terms and ask an expert to call you back: the answer is in the document, not in the brochure.

Can I be treated in Estonia, or will I be evacuated?

3.5 physicians per 1,000 people (2022) versus 4.5 in Switzerland.

  • 4.1 hospital beds per 1,000 people versus 4.4 in Switzerland (World Bank).
  • Medical density comparable to Switzerland: the local network handles most cases; repatriation remains a question of convalescence and cost. Health spending of 2,438 USD per person (Switzerland: 11,784) goes with private hospitals that bill foreigners in hard currency and ask for a guarantee before admission: the direct payment guarantee is what avoids the deposit.
  • When the local facility is not enough, Maximum's medical team decides the evacuation to a suitable centre, and pays for it (art. 6.2.2).

Estonia: safety, in figures?

1.5 homicides per 100,000 people (2023) versus 0.6 in Switzerland and 1.3 in France.

  • 4.5 road deaths per 100,000 people versus 2.2 in Switzerland (World Bank, WHO).
  • The homicide rate is above Switzerland's, without being out of range. On the road, 2 times more deaths than in Switzerland: road crashes are the leading cause of death of healthy travellers (CDC) — seat belt, no night driving, a driver or a taxi from a rank.
