One clause decides whether a trip falls within scope at all: article 5.5, « Exclusions territoriales » (territorial exclusions), page 11 of the World Elite Mastercard notice issued by Fortuneo, version 01.2026. In the World Elite Mastercard insurance and assistance notice issued by Fortuneo, version 01.2026, at article 5.5 « Exclusions territoriales » (territorial exclusions), page 11. Exact wording:

The clause does not require a whole country to be targeted before it bites: it also retains the region and the area, two perimeters narrower than a border. A reading that stops at the name of the country therefore reads one scale out of three. When the question arises at the scale of a province or a border strip, it is the official text itself that has to be opened, not a country-level summary.
The adverb is not decorative. The clause does not target destinations with a difficult reputation, nor those that worry the traveller or the employer: it targets those to which a named level of the official position applies. A destination may be held to be risky by everyone without being formally advised against, and the reverse gap exists too. What decides is the wording of the official position, not the judgement formed on the ground.
This is the least-read part of article 5.5, and in practice the most decisive. The terms quoted name a French authority, and it alone. They refer neither to an international consensus, nor to the view of the authorities in the country visited, nor to that of any other state. The terms quoted fix one moment, and one only: departure. Neither the booking, nor the occurrence of the claim. Two practical consequences follow. A rating changed between booking and take-off counts, since it is the second instant that is retained. What becomes of the cover when the rating moves once the traveller is on the ground, by contrast, is not settled by the terms quoted here: that answer is read in your own notice. It sets no amount. The figures in the Fortuneo notice of 01.2026 live elsewhere in the document: €155,000 of medical expenses per insured per event, a €75 excess, the first 90 days of the trip. A hospital advance is possible there, under conditions, and no insurance certificate is provided for a visa application. Article 5.5 settles something else, ahead of all the rest: whether the trip falls within scope at all. When it does not, the limit no longer has an object — while a medical repatriation is estimated at €70,000 to €175,000 from the Philippines (SkyCare) and €55,000 to €160,000 from Thailand (Travel Care Air), two ranges whose upper end alone exceeds the limit in the notice. A World Elite card issued by another bank falls under another notice, with its own article numbering: the “5.5” quoted here has no reason to land in the same place elsewhere. In yours, look for the heading rather than the number — « exclusions territoriales » —, then record the edition date of the document. It is the version in force handed to you by your own bank that governs.

Then check the rating of the destination — Mali, Sudan, Haiti and 204 further country pages give the dated level.
