How we read these four advisories

Every country has its own scale, so we ask them all the same question: is the whole country advised against?

An advisory covering only areas of the country does not raise the answer: it stays “No”, and the area is shown in the relevant column.

The level shown on this page — and across this site — is the one published by the U.S. State Department, from 1 (normal precautions) to 4 (do not travel). France and the United Kingdom publish their own advisories, with their own rules: they add to that level, they do not replace it.

The official advice, in full

Source: France Diplomatie (health advice, in French).

In brief
  • Consult your GP or an international vaccination centre to assess health needs and receive travel-specific advice, including vaccinations; visit a dentist before departure if needed. France Diplomatie
  • Pack a personal pharmacy with only essential medicines in original packaging, labelled with generic names and accompanied by a prescription; verify legality of each drug in the destination country. France Diplomatie
  • Ensure routine French vaccinations (diphtheria, tetanus, polio, whooping cough, measles) are up to date; yellow fever vaccination is strongly recommended for Paraguay and may be required when transiting Brazil, Bolivia, Peru or Venezuela. France Diplomatie
  • British nationals should check TravelHealthPro’s Paraguay guide at least 8 weeks before travel for vaccination and health-risk updates, and confirm medication legality with NHS travel pages. Foreign Office
  • Private medical care in Paraguay is limited to major cities and requires upfront payment; bring sufficient medication and travel insurance covering treatment and repatriation; consider evacuation to the US or Switzerland for serious cases. DFAE

  • Fièvre jaune : la fièvre jaune est endémique au Paraguay et la vaccination est fortement recommandée (à pratiquer avant le départ dans un centre agréé). La vaccination contre la fièvre jaune est exigée pour les voyageurs en provenance ou se rendant au Brésil, le certificat international de la fièvre jaune étant notamment demandé pour les personnes en provenance de certains pays à risque (Brésil, Bolivie, Pérou et Venezuela) ;
  • Hépatite A : en fonction des conditions et de la durée de séjour ;
  • Fièvre typhoïde : en fonction des conditions et de la durée de séjour ;
  • Hépatite B : en cas de séjours fréquents ou prolongés ;
  • Tuberculose : chez les enfants de moins de 15 ans en cas de séjours fréquents ou prolongés ;
  • Rage : notamment enfants en bas âge, séjour en milieu rural ou éloigné des villes principales ;
  • Chikungunya : en cas d’épidémie ou de séjour prolongé ;

  • Porter des vêtements longs et couvrants ;
  • Appliquer des produits répulsifs cutanés sur les zones découvertes du corps ;
  • Protéger son logement (moustiquaires imprégnées d’insecticide, diffuseurs électriques, serpentins à l’extérieur, climatisation, etc.) ;

  • Se laver les mains régulièrement avec de l’eau et du savon ou des solutions de lavage hydroalcooliques, surtout avant et après les repas et le passage aux toilettes ;
  • Veiller à la qualité des aliments et surtout à leur bonne cuisson ;
  • Éviter la consommation de produits alimentaires (poisson, viande, volaille, lait) crus ou peu cuits ;
  • Peler les fruits et légumes ou les laver soigneusement (à l’eau saine) ;
  • Éviter les crudités, coquillages, plats réchauffés et buffets froids ;

Health — Foreign Office

Before you travel check that:

  • your destination can provide the healthcare you may need
  • you have appropriate travel insurance for local treatment or unexpected medical evacuation

This is particularly important if you have a health condition or are pregnant.

Emergency medical number

Call 141 and ask for an ambulance.

Contact your insurance company quickly if you’re referred to a medical facility for treatment.

Vaccinations and health risks

At least 8 weeks before your trip check:

  • the latest information on vaccination recommendations and health risks in TravelHealthPro’s Paraguay guide
  • where to get vaccines and whether you have to pay on the NHS travel vaccinations page

See what health risks you’ll face in Paraguay , including:

  • dengue
  • chikungunya
  • poor air quality
Medication

The legal status and regulation of some medicines prescribed or bought in the UK can be different in other countries.

If you need a regular prescription, you should bring enough medication with you.

Read best practice when travelling with medicines on TravelHealthPro .

The NHS has information on whether you can take your medicine abroad .

Healthcare in Paraguay

There are some good private medical facilities, but only in the major cities. Hospitals and GPs will expect immediate payment for medical services. Some types of medicines may not be available.

Elsewhere, facilities may not meet UK standards. Make sure you have adequate travel health insurance and accessible funds to cover the cost of any medical treatment and repatriation.

FCDO has a list of medical providers in Paraguay where some staff will speak English.

  • faire preuve de vigilance et de discrétion : éviter d’exhiber des signes extérieurs de richesse ou de porter des objets de valeur, tels que bijoux, vêtements de luxe ou appareils photographiques. La plus grande vigilance est notamment requise à la sortie des bureaux de change ou à proximité des distributeurs automatiques de billets ;
  • éviter de fréquenter, particulièrement la nuit, certains quartiers de la capitale Assomption, où les vols sont nombreux : marché « Mercado Cuatro », bidonville de La Chacarita (proche de la cathédrale et du Congrès), et les faubourgs d’Assomption : San Lorenzo, Limpio, Luque, Nemby, Mariano Roque Alonso, Villa Elisa, Fernando de la Mora ;

  • d’enregistrer le numéro de l’ambassade et d’une personne à prévenir en cas d’urgence ;
  • de faire des photocopies de ses documents officiels et de laisser les originaux dans le coffre de l’hôtel ou dans un lieu sûr ; il est également possible de les scanner et de les stocker sous une forme numérisée ;

  • le taux de criminalité peut fortement varier d'une ville ou d'un quartier à l'autre. Renseignez-vous auprès des personnes de contact sur place ou à l'hôtel sur la situation et, en particulier, sur les quartiers à éviter;
  • évitez de porter des objets de valeur (montres, bijoux, etc.) ou de grosses sommes d'argent;
  • déposez vos objets de valeur et documents dans le coffre de l'hôtel; gardez toujours une photocopie du passeport sur vous (y compris la page comportant le tampon d'entrée);
  • n'opposez aucune résistance en cas d'agression car les assaillants n'hésitent pas à recourir à la violence;

Paraguay-Brazil border

Transnational criminal organisations carry out drug trafficking and arms smuggling along Paraguay’s eastern border with Brazil. Most activity is from Pedro Juan Caballero south to Ciudad del Este, and to the Tri-Border Area where the borders of Paraguay, Brazil and Argentina meet.

Violent crime is on the increase in this area – take particular care in the departments (‘departamentos’) that border Brazil:

  • Amambay Department
  • Concepción Department
  • Alto Paraná Department
  • San Pedro Department
  • Canindeyú Department
  • Salto del Guairá Department

A small guerrilla-style group calling itself the Ejercito del Pueblo Paraguayo (EPP) operates in the north of the Department of San Pedro and the south of the Department of Concepción. The group typically targets police and the military. They attack the ranches of major landowners, often stealing large numbers of cattle. Their attacks can be violent, and include the use of explosives and firearms. In the last decade, they have kidnapped several high-profile people for ransom, most recently in 2022. Three people are still in captivity.

Paraguay-Bolivia border

Illegal cross-border activities are common in this area, centred around drug trafficking.

Terrorism

There is a high threat of terrorist attack globally affecting UK interests and British nationals, including from groups and individuals who view the UK and British nationals as targets. Stay aware of your surroundings at all times.

UK Counter Terrorism Policing has information and advice on staying safe and what to do in the event of a terrorist attack. Find out how to reduce your risk from terrorism while abroad .

Terrorism in Paraguay

Although there’s no recent history of terrorism in Paraguay, attacks cannot be ruled out.

Demonstrations and protests

There is often social conflict in Paraguay. Groups may set up blockades as a form of protest along the main roads and in downtown Asunción near government buildings. This disrupts public transport and leads to widespread delays often with little warning.

If this happens, avoid large gatherings, monitor local media and follow the guidance of local authorities.

Protecting yourself and your belongings

Bag-snatching and pickpocketing are a problem on public transport. Many foreigners choose to use taxis rather than take buses. Keep your bags within sight at all times when travelling, and be wary of anyone offering to help you.

Muggers are occasionally violent and can be armed. Carrying large amounts of cash or wearing expensive jewellery can make you a target. To reduce the risk of attacks:

  • use ATMs inside buildings rather than on the street
  • call a licensed taxi from a landline or a hotel rather than hailing one in the street
  • keep items like mobile phones and wallets out of sight
  • keep valuables and passports in a safe place

You might be asked for photo ID if you pay by credit card. Many people choose to carry their photo ID in a money belt under their clothes, to keep it secure.

At night, keep away from isolated or poorly lit areas, including in the downtown areas of major cities.

Organised crime

Criminal organisations carry out drug trafficking and arms smuggling, often in the border regions. They have also carried out isolated violent attacks in Asunción and elsewhere. These attacks have usually been aimed at the Paraguayan security forces and people associated with rival gangs. Tourists have not been the target of such incidents, but bystanders could be affected.

In recent years there has been a small number of high-profile kidnappings. Although foreigners are not routinely targeted, you should be vigilant. See the safety advice for regions of Paraguay .

Reporting crime

To report a crime, go to the nearest police station, or call the tourist police:

  • Asunción: (595 21) 446 608 or (595 21) 449 020

Personal ID

You must always carry ID. Carry a copy or printout of the photo page of your passport, and a copy of your entry stamp.

If you are resident in Paraguay, the authorities will issue you with an identity card.

Illegal drugs and prison sentences

There are severe penalties for trafficking and possession of illegal drugs. If you are caught in possession of or trafficking drugs, you may get a prison sentence, without bail. Prison standards are poor.

If you are in this situation:

  • act as quickly as you can
  • contact the Central Authority for your province or territory of residence for information on starting an application under The Hague Convention

Same-sex sexual activity is not illegal and there is a small, active LGBT+ community in Asunción. Same-sex marriages are not recognised in Paraguay. People are likely to disapprove of same-sex couples showing affection in public. Find more information on the websites of LGBT+ organisations like Aireana, Panambi and SOMOSGAY. Read more advice for LGBT+ travellers.

Risks at public venues

Safety regulations at public venues may be non-existent or poorly enforced. Food stalls burning fuel and using power cables with poor electricity standards present a constant fire risk in markets. The risk is heightened because markets are often located in narrow streets and can be crowded.

Entry requirements — rules for a British passport

This information is for people travelling on a full ‘British citizen’ passport from the UK. It is based on the UK government’s understanding of Paraguay’s current rules for the most common types of travel.

The authorities in Paraguay set and enforce entry rules. If you’re not sure how these requirements apply to you, contact the Paraguayan Embassy in the UK .

Passport validity requirements

To enter Paraguay, your passport should be valid for the duration of your stay.

Check with your travel provider that your passport and other travel documents meet requirements. Renew your passport if you need to.

You will be denied entry if you do not have a valid travel document or try to use a passport that has been reported lost or stolen.

Make sure you get your passport stamped.

Make sure that an immigration official stamps, dates and signs your passport when you arrive. If you do not have an entry stamp in your passport, you will get a fine when you leave the country.

This is important if you enter Paraguay at a land border, typically the crossing between Ciudad del Este and Foz do Iguaçu in Brazil. Long-distance bus drivers sometimes tell foreign nationals that they can complete immigration formalities in Asunción. This is not true, and you will get a fine if you do not get your passport stamped at the point of entry.

Dual nationals

When returning to the UK, British citizens must carry a valid British passport or certificate of entitlement . See Dual citizenship .

Visa requirements

You do not need a visa to visit Paraguay. You will normally get permission to stay for 90 days on arrival.

If you want to stay for another 90 days, check with the Paraguayan Immigration Department (in Spanish).

If you are travelling to Paraguay to work or study, you should contact the Paraguayan Embassy in the UK or check the Ministry of Foreign Affairs visa information (in Spanish).

Travelling with children

Children under 18 years of age who are resident in Paraguay need written permission (‘Permiso del Menor’) from the non-accompanying parents to leave the country. The permission is granted by a Justice of the Peace Court, where the applicant resides. You can get more information on requirements for children entering or leaving Paraguay from the Paraguayan Immigration Directorate (in Spanish), the Supreme Court of Justice (in Spanish) or from your nearest Paraguayan Consulate.

Vaccine requirements

To enter Paraguay, you must have a certificate to prove you’ve had a yellow fever vaccination if you’re coming from a country listed as a transmission risk .

For full details about medical entry requirements and recommended vaccinations, see TravelHealthPro’s Paraguay guide .

Customs rules

There are strict rules about goods you can take into or out of Paraguay . You must declare anything that may be prohibited or subject to tax or duty.

Taking money into and out of Paraguay

Declare any cash or travellers cheques if the value is 10,000 US dollars or more. You can make an online declaration in advance , or at computer terminals at the airport or place of arrival. You will get a certified declaration to show you brought it in with…

What are the entry requirements for Paraguay with my passport?

  • Three lines to read in your notice: the duration (often 90 days per trip), the settlement (reimbursement afterwards or direct payment of the hospital) and the area exclusion at level 4/4.

Are a health plan or a travel policy enough in Paraguay?

A health plan reimburses at home; here, the hospital asks for a payment guarantee before admission.

  • Health plan — A health plan treats you at home. Here the hospital asks for a guarantee before admission — not a later reimbursement.
  • Travel policy — No area exclusion at this level — compare cap, deductible and covered duration.
  • A travel policy often has a territorial clause at level 4/4 and a 90-day limit per trip.
  • Have your IPID number or the PDF of the terms and ask an expert to call you back: the answer is in the document, not in the brochure.

How do I use the medical network on this page?

The page reads hospitals, pharmacies and doctors from OpenStreetMap, around the point you choose.

  • Type your city, hotel or beach: the map re-centres, 24/7 emergency rooms come first.
  • Each row gives the phone when the source publishes it, the nearest street, directions and the Google Maps listing.
  • The PDF briefing repeats the same places, numbered on a printable map.
  • No customer reviews: OpenStreetMap has none, and we invent none.

  • France Diplomatie reports in the country: dengue, chikungunya — mosquito protection day and night.

Can I be treated in Paraguay, or will I be evacuated?

3.9 physicians per 1,000 people (2022) versus 4.5 in Switzerland.

  • 1.0 hospital beds per 1,000 people versus 4.4 in Switzerland (World Bank).
  • Medical density comparable to Switzerland: the local network handles most cases; repatriation remains a question of convalescence and cost. Health spending of 527 USD per person (Switzerland: 11,784) goes with private hospitals that bill foreigners in hard currency and ask for a guarantee before admission: the direct payment guarantee is what avoids the deposit.
  • When the local facility is not enough, Maximum's medical team decides the evacuation to a suitable centre, and pays for it (art. 6.2.2).

Paraguay: safety, in figures?

6.8 homicides per 100,000 people (2023) versus 0.6 in Switzerland and 1.3 in France.

  • 22.0 road deaths per 100,000 people versus 2.2 in Switzerland (World Bank, WHO).
  • The homicide rate is 11 times Switzerland's: violence is a real risk there, concentrated in the areas named by the official advisories. On the road, 10 times more deaths than in Switzerland: road crashes are the leading cause of death of healthy travellers (CDC) — seat belt, no night driving, a driver or a taxi from a rank.
