How we read these four advisories

Every country has its own scale, so we ask them all the same question: is the whole country advised against?

An advisory covering only areas of the country does not raise the answer: it stays “No”, and the area is shown in the relevant column.

The level shown on this page — and across this site — is the one published by the U.S. State Department, from 1 (normal precautions) to 4 (do not travel). France and the United Kingdom publish their own advisories, with their own rules: they add to that level, they do not replace it.

The official advice, in full

Source: France Diplomatie (health advice, in French).

In brief
  • Consult your doctor or an international vaccination centre at least eight weeks before departure to assess your health and receive vaccination recommendations. France Diplomatie
  • Ensure you are up to date with French vaccination calendar, particularly against diphtheria, tetanus, poliomyelitis, pertussis and measles; your vaccination record may be requested upon arrival. France Diplomatie
  • Carry only necessary medications in original packaging with original labels, accompanied by a prescription listing drugs by international non-proprietary name; verify authorisation in your destination country. France Diplomatie
  • Never purchase medications on the street due to counterfeiting risk. Medical facilities in Papua New Guinea are very basic; hospitals often lack supplies and power; arrange air evacuation insurance to Australia for serious cases. Foreign Office
  • Protect against mosquito-borne diseases by wearing long clothing, applying insect repellent to exposed skin, using insecticide-impregnated nets, and eliminating standing water around accommodation. France Diplomatie
  • Prevent cholera and typhoid by washing hands regularly with soap and water, drinking only bottled or boiled water, peeling fruits and vegetables, and consuming only thoroughly cooked food. France Diplomatie

  • Poliomyélite : il est impératif, pour les voyageurs souhaitant se rendre dans le pays, de s’assurer de la validité de leur vaccination et de pouvoir en apporter la preuve à l’entrée sur le territoire, de même pour ceux ayant séjourné plus de 4 semaines dans le pays au moment de leur sortie du territoire ;
  • Fièvre jaune : obligatoire pour les voyageurs en provenance de zones d'endémie ;
  • Hépatite A : en fonction des conditions et de la durée de séjour ;
  • Fièvre typhoïde : en fonction des conditions et de la durée de séjour ;
  • Hépatite B : en cas de séjours fréquents ou prolongés ;
  • Tuberculose : chez les enfants de moins de 15 ans en cas de séjours fréquents ou prolongés ;

  • Porter des vêtements longs et couvrants ;
  • Appliquer des produits répulsifs cutanés sur les zones découvertes du corps ;
  • Protéger son logement (moustiquaires imprégnées d’insecticide, diffuseurs électriques, serpentins à l’extérieur, climatisation, etc.) ;

  • Se laver les mains régulièrement avec de l’eau et du savon ou des solutions de lavage hydroalcooliques, surtout avant et après les repas et le passage aux toilettes ;
  • Veiller à la qualité des aliments et surtout à leur bonne cuisson ;
  • Éviter la consommation de produits alimentaires (poisson, viande, volaille, lait) crus ou peu cuits ;
  • Peler les fruits et légumes ou les laver soigneusement (à l’eau saine) ;
  • Éviter les crudités, coquillages, plats réchauffés et buffets froids ;

Papua New Guinea - Level 3: Reconsider TravelState Department ↗updated 28.04.2025 · read 16.10.2026

Updated 28.04.2025

Reconsider travel to Papua New Guinea due to  crime, civil unrest , and  piracy. Exercise increased caution due to  kidnapping, unexploded ordnance, inconsistent availability of healthcare services, and potential for natural disasters .  Some areas have increased risk. Read the entire Travel Advisory.

Violent crime , including sexual assault, carjackings, home invasions, and armed robberies, is common. There have been reports of criminals attacking resorts popular with foreign tourists to steal goods and money. Tensions between communal or tribal groups may lead to  civil unrest  involving violence and can occur without warning. Police presence is limited outside of the capital, Port Moresby, and police may be unable to assist due to limited resources.

The U.S. government has limited ability to provide emergency services to U.S. citizens outside of Port Moresby due to limited transportation infrastructure. U.S. government employees must obtain authorization before traveling to certain areas, including the central part of Bougainville and the provinces of Southern Highlands, Western Highlands (excluding Mt. Hagen), Eastern Highlands (excluding Goroka), Hela, Enga, Jiwaka, and other areas of Papua New Guinea where one is unable to fly directly.

Piracy  is active in the waters surrounding Papua New Guinea. Travelers by boat should reconsider travel to the Bismarck and Solomon Seas along Papua New Guinea's north and eastern coasts. In 2021 and 2022, the Embassy was aware of at least three occasions in which sailboats operated by or carrying U.S. citizens were boarded by criminals. The criminals, who have been known to use physical violence, robbed the boats, and in one incident, severely injured the captain when he attempted to fight back.

Visit our website on  International Maritime Piracy and Armed Robbery at Sea .

Kidnapping  for ransom or political influence occurs in Papua New Guinea, though foreign nationals are not frequently targeted. In February 2023, a foreign national was kidnapped. In late 2022, foreign nationals employed by an international company were kidnapped and held for several days.

Travelers should exercise increased caution when traveling in remote areas of Papua New Guinea due to the presence of  unexploded ordnance (UXO)  remaining from the Second World War. UXO is discovered infrequently throughout the country, often on smaller…

A Port Moresby, Mt.

  • ne portez pas sur vous d'objets de valeur (montre, bijoux, etc.) ni de grosses sommes d'argent;
  • gardez les portières de votre véhicule verrouillées et les vitres relevées, et faites preuve de vigilance au moment de descendre de voiture;
  • évitez les quartiers mal famés et renoncez aux promenades dans les grandes villes. Renseignez-vous sur place, auprès de vos personnes de contact locales ou du personnel de l'hôtel, sur la situation locale et les quartiers réputés sûrs. Ne sortez jamais la nuit ;
  • dans la mesure du possible, n'empruntez pas les transports en commun. Pour le transport, utilisez uniquement les véhicules organisés par votre hôtel ou votre tour-opérateur. Il est préférable de voyager en avion à l'intérieur du pays;
  • voyagez de préférence en groupe et faites-vous accompagner de guides ayant une expertise des lieux;
  • en cas d'agression, n'opposez aucune résistance, car les assaillants n'hésitent pas à recourir à la violence. Les agresseurs n’hésitent pas à commettre des meurtres;
  • il est recommandé aux femmes de porter des vêtements couvrants, de ne pas se rendre dans des endroits peu fréquentés (plages, immeubles commerciaux après la fermeture, etc.) et de ne jamais voyager seules ;

This section has safety advice for regions of Papua New Guinea. It only covers regions where the Foreign, Commonwealth & Development Office ( FCDO ) has specific advice.

You should also read FCDO ’s overall travel advice and safety and security advice .

Enga, Hela and Southern Highlands Provinces

FCDO advises against all but essential travel to Hela, Southern Highlands and Enga Provinces (except Wabag District) due to the high risk of tribal fighting.

If you plan to travel there, be cautious, stay away from large crowds and gatherings and consider getting private security advice. Pay attention to local advice on curfews and other restrictions which may be imposed at short notice.

Be particularly cautious and stay away from, the area around the Porgera gold mine, which has been subject to violent landowner disputes.

See Tribal fighting .

Papua New Guinea-Indonesia border

The land border between Papua New Guinea and Indonesia stretches for around 760km and is poorly defined. There are sometimes armed clashes along the border between the Indonesian military and the Organisasi Papua Merdeka (OPM, Free Papua Movement).

The Papua New Guinea government has defence units at its Wutung border post in Sandaun Province. Be extremely cautious and be prepared for possible sudden closure of the border crossing.

Bougainville Island

Bougainville Island has been calm since a 2001 peace agreement ended separatist fighting. You should still be cautious, particularly in central and southern Bougainville. There is a risk of lawlessness and violence. The autonomous Bougainville government has designated the mountainous area in central Bougainville around the old Panguna mine a ‘no go zone’. Do not travel to it without prior authorisation.

There is a high risk of serious crime in the capital, Port Moresby, and in the cities of Lae and Mount Hagen. Suburbs of towns and cities can be particularly dangerous.

High-risk crime areas include the:

  • area around Parliament House in the Port Moresby suburb of Waigani, particularly outside of working hours
  • highway between Lae and Nadzab Airport
Protecting yourself and your belongings

There is a serious risk of bag-snatching and robbery. Criminals often use machetes (‘bush knives’) and firearms in assaults and thefts. They target people who are using banks and ATMs.

Walking after dark is particularly dangerous in Port Moresby and other urban centres.

You can take precautions such as:

  • not displaying valuables like laptops, cameras and mobile phones
  • not wearing expensive-looking jewellery
  • carrying only small amounts of cash – avoid withdrawing a lot of money, particularly at night
  • keeping valuables secure (for example, in a hotel safe)
  • not travelling alone or at night
  • monitoring the media for possible new security risks
Vehicle crime

Carjacking and other types of vehicle crime are common. Criminals use roadblocks outside towns to stop and loot vehicles and then attack the occupants.

If you plan travel in these areas, particularly after dark, take great care and consider travelling in convoy or using a security escort. Always lock car doors and keep windows up.

Public buses and taxis

Armed criminals have attacked and robbed passengers on public buses (known as ‘PMVs’) and in taxis. There have also been incidents of rape on Port Moresby PMVs. Many PMVs and taxis are not roadworthy.

Rape and sexual assault

Rape and sexual assault are common in Papua New Guinea. Stay alert and leave travel plans with friends, relatives or reliable local contacts. See advice for women travelling abroad .

Kokoda Track

There have been serious attacks and robberies along the Kokoda Track. Although community leaders have assured tourists of their safety and wellbeing while walking the Kokoda Track, you should take care. Avoid walking independently and travel with guides from trusted travel companies. You can get details from the Papua New Guinea Tourism Authority or the Kokoda Track Authority .

Advisory summary

  • Touriste 60 jours ( Easy visitor permit 60) ;
  • Visa d’affaires de court séjour ( Short term business visa ) ;
  • Visa de travailleur humanitaire et de volontaire ( Aid worker volunteer visa ) ;

What are the entry requirements for Papua New Guinea with my passport?

The rules depend on the passport, not on the destination alone.

  • French passport (France Diplomatie): Your passport must remain valid for at least six months beyond your departure date from Papua New Guinea. French nationals can apply online for tourist visas (60 days), business visas, humanitarian worker visas, or journalist visas through Papua New Guinea's immigration portal. Visa applications online require proof of complete COVID-19 vaccination; local authorities may refuse visas without this documentation, and the French embassy cannot intervene.
  • British passport (Foreign Office): Your passport must be valid for at least six months beyond your arrival date in Papua New Guinea. You must obtain a visa before travel via the ICSA website, or on arrival at Jacksons International Airport in Port Moresby for eligible travellers. You must complete and submit a Digital Arrival Card online within 72 hours of arrival to Papua New Guinea, free of charge, from 1 October 2025 onwards.
  • American passport: the requirements are on the State Department country page (travel.state.gov).
  • Swiss passport: the FDFA refers you to the destination's embassy in Switzerland.
  • Pick your passport at the top of Before you go › Entry: the official text that concerns you comes first, with its “In brief” summary.

Do I need an insurance certificate for a Papua New Guinea visa?

For a Schengen visa, yes: at least €30,000 of travel medical insurance (Regulation (EC) No 810/2009, art. 15).

  • Many other countries ask for it on entry or for a visa, case by case: check Before you go › Entry, with your passport.
  • Subscribe: the named certificate arrives by e-mail on payment, with your name, dates and limits (EUR 1.5M medical expenses, unlimited evacuation and repatriation) — the ones consulates check.
  • Attach it to the visa file; if in doubt about the format, write to us.

Is an Amex, Visa or Mastercard enough in Papua New Guinea?

Are a health plan or a travel policy enough in Papua New Guinea?

A health plan reimburses at home; here, the hospital asks for a payment guarantee before admission.

  • Health plan — A health plan treats you at home. Here the hospital asks for a guarantee before admission — not a later reimbursement.
  • Travel policy — No area exclusion at this level — compare cap, deductible and covered duration.
  • A travel policy often has a territorial clause at level 4/4 and a 90-day limit per trip.
  • Have your IPID number or the PDF of the terms and ask an expert to call you back: the answer is in the document, not in the brochure.

How do I use the medical network on this page?

The page reads hospitals, pharmacies and doctors from OpenStreetMap, around the point you choose.

  • Type your city, hotel or beach: the map re-centres, 24/7 emergency rooms come first.
  • Each row gives the phone when the source publishes it, the nearest street, directions and the Google Maps listing.
  • The PDF briefing repeats the same places, numbered on a printable map.
  • No customer reviews: OpenStreetMap has none, and we invent none.

Which vaccines and health precautions for Papua New Guinea?

  • France Diplomatie reports in the country: dengue, malaria, chikungunya — mosquito protection day and night.

Can I be treated in Papua New Guinea, or will I be evacuated?

0.1 physicians per 1,000 people (2023) versus 4.5 in Switzerland.

  • 0.6 hospital beds per 1,000 people versus 4.4 in Switzerland (World Bank).
  • With 0.1 physicians per 1,000 people (98% fewer than Switzerland), the nearest hospital does not always have the capacity for a serious case: evacuation to an adequate centre is the rule, not the exception — that is what unlimited evacuation and repatriation cover. Health spending of 85 USD per person (Switzerland: 11,784) goes with private hospitals that bill foreigners in hard currency and ask for a guarantee before admission: the direct payment guarantee is what avoids the deposit.
  • When the local facility is not enough, Maximum's medical team decides the evacuation to a suitable centre, and pays for it (art. 6.2.2).

Papua New Guinea: safety, in figures?

Comparable figures (homicides, roads, incidents) are under Safety & risks › Incidents.

  • 12.6 road deaths per 100,000 people versus 2.2 in Switzerland (World Bank, WHO).
  • UCDP (Uppsala University): 4 geolocated violent incidents, 21 deaths over the last closed period, each placed on the map.
  • On the road, 6 times more deaths than in Switzerland: road crashes are the leading cause of death of healthy travellers (CDC) — seat belt, no night driving, a driver or a taxi from a rank.
