How we read these four advisories

Every country has its own scale, so we ask them all the same question: is the whole country advised against?

An advisory covering only areas of the country does not raise the answer: it stays “No”, and the area is shown in the relevant column.

The level shown on this page — and across this site — is the one published by the U.S. State Department, from 1 (normal precautions) to 4 (do not travel). France and the United Kingdom publish their own advisories, with their own rules: they add to that level, they do not replace it.

  • Fièvre jaune : obligatoire pour les voyageurs en provenance de zones d'endémie ;
  • Hépatite A : en fonction des conditions et de la durée de séjour ;
  • Fièvre typhoïde : en fonction des conditions et de la durée de séjour ;
  • Hépatite B : en cas de séjours fréquents ou prolongés ;
  • Encéphalite japonaise : en fonction des conditions et de la durée du séjour ;

  • Porter des vêtements longs et couvrants ;
  • Appliquer des produits répulsifs cutanés sur les zones découvertes du corps ;
  • Protéger son logement (moustiquaires imprégnées d’insecticide, diffuseurs électriques, serpentins à l’extérieur, climatisation, etc.) ;

Health — Foreign Office

Before you travel check that:

  • your destination can provide the healthcare you may need
  • you have appropriate travel insurance for local treatment or unexpected medical evacuation

This is particularly important if you have a health condition or are pregnant.

Emergency medical number

Dial 119 and ask for an ambulance.

Contact your insurance company quickly if you’re referred to a medical facility for treatment.

Vaccine recommendations and health risks

At least 8 weeks before your trip:

  • check the latest vaccine recommendations for Japan
  • see where to get vaccines and whether you have to pay on the NHS travel vaccinations page

See what health risks you’ll face in Japan including:

  • dengue
  • biting insects and ticks
  • pertussis (‘whooping cough’)

Altitude sickness is a risk in parts of Japan. Read more about altitude sickness on TravelHealthPro .

Medication

The legal status and regulation of some medicines prescribed or bought in the UK can be different in other countries.

Read best practice when travelling with medicines on TravelHealthPro .

It is illegal to carry some common prescription and over-the-counter medicines under Japan’s strictly enforced law on anti-stimulant drugs. This includes:

  • Vicks inhalers
  • medicines for allergies and sinus problems
  • cold and flu medication containing pseudoephedrine
  • some over-the-counter painkillers containing codeine

Foreign nationals have been detained and deported for these offences. If you’re travelling with medication, check its status with the Japanese Embassy in the UK .

Healthcare in Japan

Medical facilities in Japan are of a high quality, but treatment is expensive. Expect to pay the whole cost of any treatment you receive.

Medical facilities may check your insurance, which could delay your treatment.

FCDO has a list of medical providers in Japan where some staff will speak English.

There is also guidance on healthcare if you’re living in Japan .

Crime

Fukushima

There is a restricted area around the Fukushima Daiichi nuclear power plant where only authorised persons can enter. Areas where evacuation orders are ready to be lifted are still subject to some restrictions – for example, visitors are not allowed to stay overnight. Follow local guidance.

The Japanese authorities carry out comprehensive checks to monitor radiation in the area around Fukushima Daiichi and to monitor possible contamination of water and food and produce . They impose strict controls where necessary.

Although the decommissioning of the Fukushima Daiichi site and full clean-up of the surrounding area will take many years, the risks are gradually declining.

Terrorism

There is a high threat of terrorist attack globally affecting UK interests and British nationals, including from groups and individuals who view the UK and British nationals as targets. Stay aware of your surroundings at all times.

UK Counter Terrorism Policing has information and advice on staying safe and what to do in the event of a terrorist attack. Find out how to reduce your risk from terrorism while abroad .

Terrorism in Japan

Although there’s no recent history of terrorism in Japan, attacks cannot be ruled out.

Political situation

Civil disturbance and violent demonstrations are rare in Japan. Occasionally, there are pro-nationalist demonstrations that express hostility towards foreign countries. If you become aware of protests, leave the area immediately.

Japan and the Korean Peninsula

The level of tension and security situation in the Korean Peninsula can change with little notice. Tensions can rise after missile tests by North Korea and during the regular South Korea-US military exercises, which take place throughout the year.

North Korea frequently launches missiles towards Japan as part of missile testing, and is likely to continue doing so.

You should follow the advice of local authorities and check NHK World for the latest information. See advice on missile alerts from the Japanese government .

See also travel advice for South Korea .

Crime

Take the same precautions you would at home and get local advice on areas where you might need to be more alert.

Tokyo’s entertainment districts carry a higher risk of crime, particularly at night in and around clubs and bars. Foreign nationals have been targeted for extortion, robbery, assault and sexual assault.

Protecting your belongings

Be aware of your surroundings and keep your belongings in sight when travelling. Place valuables in a secure place such as a hotel safe when you can.

Rape and sexual assault

Rape and sexual assault are rare but can happen. Japanese law puts a high burden of proof on victims to demonstrate sexual relations were not consensual and committed through assault, intimidation or force.

Female passengers travelling on commuter trains have experienced inappropriate behaviour. This includes touching and upskirting – taking photos or videos from below when women walk or stand nearby. Police advise you should shout at the perpetrator to attract attention and ask a fellow passenger to call train or station staff.

Drink spiking and credit card fraud

There are increased reports of drink spiking and credit card fraud. Victims have described waking up with no memory of what happened and discovering large amounts of money billed to their credit card. The amount of money taken ranges from hundreds to tens of thousands of pounds. Risks are higher in all entertainment and nightlife districts across Japan. In particular, the Japanese police have identified the following areas in Tokyo as high-risk zones:

  • Kabukicho
  • Roppongi
  • Shibuya
  • Ikebukuro

Most British victims have reported being targeted in Kabukicho, a popular tourist destination in Shinjuku. Victims claim to be approached in English by street touts known as “kyakuhiki”. Do not follow street touts into bars.

You can reduce the risk and impact of spiking by:

  • not accepting drinks from strangers
  • not leaving drinks unattended or asking a trusted friend to keep an eye on your unfinished drink
  • not following street touts into bars
  • securing your finances against fraudulent…

Local laws

You must abide by local laws. In many cases, arrested or detained suspects are denied oral or written communication with anyone other than their lawyer or a Canadian consular representative for an extended period. If you are detained, even for a minor offence, you may be held without charge for up to 23 days. Police officers may begin their initial questioning before you see a lawyer. You could also be in detention for weeks or months during the investigation and legal proceedings. Arrest and detention

Drugs

Penalties for possession, use or trafficking of illegal drugs are severe. Convicted offenders can expect jail sentences and heavy fines. Japan has a zero-tolerance policy with respect to drugs, including recreational drugs and cannabis. Severe penalties are imposed for the possession of even a small quantity. Drugs, alcohol and travel

Medications

Certain medications are banned in Japan, including:

  • adderall
  • amphetamines
  • codeine
  • methamphetamines
  • pseudoephedrine

You may bring a one-month supply of prescription medication or a two-month supply of non-prescription medication into Japan, as long as the medication does not contain narcotics (including codeine). You cannot bring banned substances with you, even with a prescription. You must have a doctor's note that states your full name, address, the reason for use, and dosage, along with your prescribed medication. Local authorities may also request a detailed listing of the contents of the medication. If you wish to bring in larger supplies of medication or bring in prescription medication that contains narcotics, you must apply in advance for import certification. You should do so several months prior to arrival. Bringing medicines for personal use into Japan – Japanese Ministry of Health, Labour and Welfare

2SLGBTQI+ persons

Japanese law doesn't prohibit sexual acts between individuals of the same sex. However, homosexuality is not widely socially accepted. Travel and your sexual orientation, gender identity, gender expression and sex characteristics

Family Law

Japanese family law is different from Canadian family law. In Japan, joint custody of a child after separation is not a legal option if one of the parents is a Japanese national. As a result, access rights for a non-custodial parent can be limited, if granted. If you are involved in a custody or other family law dispute in Japan, consult a Japanese family lawyer.

International Child Abduction

The Hague Convention on the Civil Aspects of International Child Abduction is an international treaty. It can help parents with the return of children who have been removed to or retained in certain countries in violation of custody rights. The convention applies between Canada and Japan. If your child was wrongfully taken to, or is being held in Japan, and if the applicable conditions are met, you may apply for the return of your child to the Japanese court. If you are in this situation:

  • act as quickly as you can
  • contact the Central Authority for your province or territory of residence for information on starting an application under The Hague Convention
  • consult a lawyer in Canada and in Japan to explore all the legal options for the return of your child
  • report the situation to the nearest Canadian government office abroad or to the Vulnerable Children's Consular Unit at Global Affairs Canada by calling the Emergency Watch and Response Centre

If your child was removed from a country other than Canada, consult a lawyer to determine if The Hague Convention applies. Be aware that Canadian consular officials cannot interfere in private legal matters or in another country's judicial affairs.

Identification

You must carry your passport or residence card at all times. A photocopy will not satisfy authorities. Police officers in Japan may ask for your identification documents at any time. If you fail to do so, you could face arrest or detention.

Working in Japan

Working without an appropriate visa is illegal. Offenders may be subject to imprisonment, a fine and deportation. If you are considering employment offers in Japan, contact the Japanese embassy or consulate nearest you before coming to Japan. Foreign diplomatic missions and consulates in Canada

Teaching English

You should carefully review a contract to teach English before you sign. There have been incidents of employers not adhering to their contractual obligations. Ensure that all terms and conditions of employment are clearly stated in the contract and that you meet all requirements before accepting an offer.

Tattoos

You may be denied entry to public establishments such as swimming pools, hot springs, beaches and some gyms if you have a tattoo. Some establishments may ask that you cover your tattoo.

Driving

Traffic drives on the left. You must carry an international driving permit along with your Canadian licence, or a Japanese driver's licence. International Driving Permit

Insurance

You must also obtain Japanese insurance. There are two types of driving insurance available:

  • compulsory insurance, which is basic government-mandated insurance covering your legal liability
  • voluntary insurance, obtained on your own from a private company and designed for your needs

Should you have an accident, compulsory insurance may not be sufficient.

Drinking and driving

Penalties for drinking and driving are severe. Under Japanese law, it's forbidden to:

  • drive if you have been drinking
  • lend a car to someone who has been drinking
  • serve alcohol to someone who has to drive

If you are a passenger in a car whose driver is under the influence of alcohol, you both are subject to prosecution. International Driving Permit

Money

The currency of Japan is the yen (JPY). Credit cards are accepted in most major hotels and restaurants, but Japan is a predominantly cash-based society. ATMs are widely available, but many don't accept foreign debit cards.

Foreign Office — laws and cultural differences

Legal system in Japan

Japanese and UK law are very different. In Japan, you can be arrested and detained without charge for up to 23 days, even for minor offences such as theft or trespassing.

Personal ID

You must always carry your passport or Japanese residence card with you. The police can arrest you if you cannot show proof of your visa or residence status.

Alcohol bans

In general, drinking alcohol in public places is not illegal. However, there are bans on drinking alcohol in specific areas on certain days, for example New Year’s Eve.

Smoking in public places

Smoking is illegal on the streets of Tokyo and some other cities. Smoke only in designated areas.

Illegal drugs and prison sentences

There is zero tolerance of drug crime and the penalties are severe. British nationals have been arrested and detained for receiving small quantities through the post or if they test positive when the police raid clubs or bars. British nationals convicted of drug trafficking have received sentences ranging from 6 to 17 years and fines of 3 to 4 million yen. Prisoners in Japan are assigned labour or factory work as part of their sentences.

LGBT+ travellers

Same-sex sexual activity is not illegal, but Japanese law does not protect against discrimination on the grounds of sexual orientation. Same-sex marriages are not recognised, but some local authorities issue certificates of recognition that can be used for civil issues, such as hospital visitation rights. Shinjuku Nichome in Tokyo and Doyamacho in Osaka are well-known LGBT+ areas. Read more advice for LGBT+ travellers.

Medication bans

It is illegal to possess or use some common prescription and over-the-counter medicines under Japan’s strictly enforced law on anti-stimulant drugs. Ignorance of the law does not count as a defence. See Health.

Custody disputes

Japanese family law is different from UK law. Parents may choose joint custody of a child after divorce, or they may choose for one parent to hold sole custody. Access to a child of the non-custodial parent can be difficult. Legal custody disputes can be lengthy and expensive, and rulings to return or secure access to a child may take time to be enforced. See child abduction, custody and parental rights in Japan.

Public behaviour

Most Japanese people are welcoming and friendly, but can be reserved. Loud, boisterous behaviour may receive negative attention. Showing affection in public is less common than in the UK.

Tattoos

Tattoos have a historical association with organised crime in Japan. While acceptance is increasing, some public facilities do not admit people with tattoos – for example, public swimming pools, hot springs, beaches and some gyms. Other establishments request you cover tattoos while using the facilities.

Specific legal provisions

  • résidents permanents bénéficiant de statuts spéciaux ;
  • personnes de moins de 16 ans ;
  • personnes exerçant des activités relevant des statuts de "diplomate" ou "officiel" ;
  • personnes invitées par les directeurs des organes administratifs officiels ;

  • animaux vivants ;
  • produits à base de viande ;

Entry requirements — rules for a British passport

This information is for people travelling on a full ‘British citizen’ passport from the UK. It is based on the UK government’s understanding of the current rules for the most common types of travel.

The authorities in Japan set and enforce entry rules. If you’re not sure how these requirements apply to you, contact the Japanese Embassy in the UK .

Passport validity requirements

If you’re visiting Japan, your passport must be valid for the length of your stay. No additional period of validity is required. You need a blank page for your visa stamp.

Check with your travel provider that your passport and other travel documents meet requirements. Renew your passport if you need to.

You will be denied entry if you do not have a valid travel document or try to use a passport that has been reported lost or stolen.

Dual nationals

When returning to the UK, British citizens must carry a valid British passport or certificate of entitlement . See Dual citizenship .

Visa requirements

You can get a visa on arrival in Japan for tourism or business for up to 90 days. You do not need to apply before you travel.

If you need a multiple-entry visa, you must ask the immigration officials when you arrive.

If you want to stay longer, you can apply at your nearest immigration office for an extension for another 90 days. Your passport must be valid for the period of the extension.

For long-term stays or to work or study, you must meet the Japanese government’s entry requirements. Check which type of visa you need . It is illegal to work in Japan without the correct visa no matter how informal or temporary the work.

If you overstay your permission to remain in Japan, you risk arrest, detention and a heavy fine.

For residency information, see the Japanese Immigration Services Agency website and read about living in Japan .

Vaccine requirements

For details about medical entry requirements and recommended vaccinations, see TravelHealthPro’s Japan guide .

Customs rules

There are strict rules about goods you can take into or out of Japan . You must declare anything that may be prohibited or subject to tax or duty.

Taking food into Japan

It is illegal to bring meat products including sausages, bacon and ham to Japan without permission from the Japanese Animal Quarantine Service . Penalties include a heavy fine and prison sentence.

Whale meat is available in Japan but importing it into the UK and EU is illegal. If you import whale meat to the UK, you can get a fine of up to £5,000 and a prison sentence. Customs officers will seize the meat.

Taking money into Japan

Japan is still a predominantly cash-based society. You may have difficulty using credit and debit cards issued outside Japan. Cirrus, Maestro, Link and Delta cash cards are not widely accepted. Japanese post offices, 7-Eleven stores and JP Post Bank have cash machines that will accept some foreign cards during business hours.

What are the entry requirements for Japan with my passport?

The rules depend on the passport, not on the destination alone.

  • French passport (France Diplomatie): French nationals may enter Japan for stays under 90 days without a visa. A visa is required for stays exceeding 90 days; apply via the Japanese Embassy in Paris at https://www.fr.emb-japan.go.jp/itpr_fr/visas-demarches.html. • Amex Platinum — No area exclusion at this level — but three written limits: deductible and prior approval, 90-day cap, advance under conditions.
  • Visa — No express area exclusion — but a €156,000 cap, 90 days, and the war/instability exclusion in the background.
  • Mastercard — No exclusion in play at this level — but a €155,000 cap and 90 covered days.
  • Three lines to read in your notice: the duration (often 90 days per trip), the settlement (reimbursement afterwards or direct payment of the hospital) and the area exclusion at level 4/4.

Are a health plan or a travel policy enough in Japan?

A health plan reimburses at home; here, the hospital asks for a payment guarantee before admission.

  • Health plan — A health plan treats you at home. Here the hospital asks for a guarantee before admission — not a later reimbursement.
  • Travel policy — No area exclusion at this level — compare cap, deductible and covered duration.
  • A travel policy often has a territorial clause at level 4/4 and a 90-day limit per trip.
  • Have your IPID number or the PDF of the terms and ask an expert to call you back: the answer is in the document, not in the brochure.

How do I use the medical network on this page?

The page reads hospitals, pharmacies and doctors from OpenStreetMap, around the point you choose.

  • Type your city, hotel or beach: the map re-centres, 24/7 emergency rooms come first.
  • Each row gives the phone when the source publishes it, the nearest street, directions and the Google Maps listing.
  • The PDF briefing repeats the same places, numbered on a printable map.
  • No customer reviews: OpenStreetMap has none, and we invent none.

Which vaccines and health precautions for Japan?

The sourced detail is under Medical network › Health: vaccines, diseases present, altitude, outbreaks.

  • France Diplomatie reports in the country: dengue — mosquito protection day and night.
  • See a doctor or a travel clinic 8 weeks before departure (Foreign Office).
  • Carry your medicines in their packaging, with a prescription using international non-proprietary names (France Diplomatie).

Can I be treated in Japan, or will I be evacuated?

2.6 physicians per 1,000 people (2022) versus 4.5 in Switzerland.

  • 12.6 hospital beds per 1,000 people versus 4.4 in Switzerland (World Bank).
  • With 2.6 physicians per 1,000 people (42% fewer than Switzerland), the nearest hospital does not always have the capacity for a serious case: evacuation to an adequate centre is the rule, not the exception — that is what unlimited evacuation and repatriation cover. Health spending of 3,638 USD per person (Switzerland: 11,784) goes with private hospitals that bill foreigners in hard currency and ask for a guarantee before admission: the direct payment guarantee is what avoids the deposit.
  • When the local facility is not enough, Maximum's medical team decides the evacuation to a suitable centre, and pays for it (art. 6.2.2).

Japan: safety, in figures?

0.2 homicides per 100,000 people (2023) versus 0.6 in Switzerland and 1.3 in France.

  • 3.6 road deaths per 100,000 people versus 2.2 in Switzerland (World Bank, WHO).
  • The homicide rate is in the same range as Switzerland or France. On the road, a level close to Switzerland's; road crashes are the leading cause of death of healthy travellers (CDC) — seat belt, no night driving, a driver or a taxi from a rank.

Which laws and customs should I know in Japan?

Local laws apply to every traveller; here is what the official texts say.

  • You must carry your passport or residence card at all times, as failure to do so could lead to arrest or detention.
  • Penalties for drug offenses are severe, with a zero-tolerance policy for all drugs, including cannabis.
  • Certain medications, including Adderall and codeine, are banned; bring only a one-month supply of prescription medication with a doctor's note.
  • Joint custody of a child after separation is not legally possible if one parent is Japanese, potentially limiting access rights.
  • Driving requires an international driving permit or a Japanese license, and both compulsory and voluntary insurance are recommended.

Travelling to Tokyo, Osaka: what changes

The published advisory level is national, but risk is not: business hubs (Tokyo, Osaka) do not share the profile of border areas. The medical network shown on this page is computed around Tokyo — real hospitals, evacuation airport and live alerts. Before a specific trip, always cross-check your country of residence's advisory: that is what your policy cites.

Same advisory level: Andorra · Anguilla · Antigua and Barbuda · Argentina · Aruba · Australia

Cross-check with official sources
U.S. State Department → UK FCDO → France Diplomatie → DFAE (Suisse) →

The displayed level comes from the State Department, checked every morning. Before departure, always cross-check your country of residence's advisory: that is what your policy cites.

The level shown is the official U.S. Department of State level, checked daily. Maximum Insurance is an insurance distributor — general information, not personal advice.
